GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.
Position Title: Protection Coordinator
Reporting to: Emergency Program Coordinator
Duty station: 20% Beirut, 50% Zahle, 30% Ain office
Project Framework: ECHO
Responsible for:
- Promoting community empowerment
- Technical supervision of Protection Officers
- Upholding and mainstreaming protection principles and standards
- Ensuring involvement of relevant GVC colleagues in key actions, as appropriate, including Protection Task Force and field teams
- Insure the appropriate and consistent use of the GVC Protection Platform
MAIN DUTIES AND RESPONSIBILITIES
The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks. Throughout this, local protection strategies are elaborated and designed to increase the capacities and empower the communities and individuals, reduce exposure to harm and develop local strategies to increase protection from the impeded access to safe and dignified life.
- Protection technical framework definition and oversight, with a special focus on CPA Data Collection
- Contribute to ensure and promote accountability of the organization by mainstreaming and supervising respect of Sphere standards and Protection Principles http://www.spherehandbook.org/en/protection-principle-1-avoid-exposing-people-to-further-harm-as-a-result-of-your-actions/ (Safety, Dignity and Do no harm, Participation and empowerment, Impartial access to services, Accountability) through regular field visits, meetings with the Protection Officer and field teams, etc.;
- Contribute to the development of Prevention of Sexual Abuse and Exploitation Policy and Protocol once developed by the Task Force and approved by HQ. Contextualize the policy at mission level and prepare a training plan in link with the HR department;
- Participate to relevant coordination structures to be aware of protection trends (attendance of the Protection Working Group at regional and national level) and guide CPA data collection phase to address developments: ensuring consent, ensuring data collection as per framework of the Protection standards, etc.);
- Contribute to the development and supervision of the Data Protection Protocol in the development of the new IM platform;
- Work in liaison with the Communication department in order to draft guidance for communication and visibility (consent process, selecting activities for visibility and communication, wording, etc.);
- Responsible for the Legal Mapping in coordination with the CPA Specialist at mission level. Training to be organized with the field team to ensure the respect of the process (following the drafting for the master tools by the Task Force);
- In the scope of the ECHO Consortium project, be part and represent GVC in the Technical Referent Group for Protection;
- Be part of the recruitment process and train, accompany and ensure a good technical follow up of GVC two Protection Officers.
- CPA Data Analysis
- Actively participate in the analysis of data collected during phase 1 of CPA (Data Collection);
- Ensure a technical language and translation of identified protection issues;
- Contribute to the validation of contents of Protection Analysis, Community profiles, PRPs;
- Identify programmatic actions to respond to the protection problems identified by the community in link with the CPA Specialist, PM, Emergency Coordinator and Country Representative;
- Request for Technical assessments to validate and/or develop response actions to protection problems identified;
- Protection response plan – protection programming and mainstreaming in response plan.
- CPA Implementation
- Protection Response Plan: Contribute to the implementation of the PRP translating this into project proposals, carrying out advocacy actions, liaising with other humanitarian actors to address protection needs as per PRP;
- Individual approach:
- Supervision and monitoring of identification of vulnerable cases through triggers: Risk Assessment, FGDs
- Second level validation of identified and referred cases
- Ensure compliance to data protection protocols
- Participate in weekly meetings to discuss the identification and referral process
- Participate in advocacy through data analysis
QUALIFICATIONS
- Master Degree in international law, or similar subject
- Previous relevant experiences in the humanitarian sector within community mobilisation
- Good knowledge of Microsoft Office, in particular Word and Excel
- Previous work in NGOs will be an asset
