Base Manager

OBJECTIVE OF THE POSITION:

Under the supervision of the head of mission, the base manager has to coordinate the site management, providing effective support to the project teams in order to ensure the proper implementation of the program strategy in the district.

 

REPONSIBILITIES:

 

Responsibility 1 (Security and Representation): Upon delegation of Humanity & Inclusion (HI) Head of mission, the base manager represent HI and promote its mandate in Bekaa region.

Activities:

 

  • Undertake Field Security Officer responsibilities in the district (monitoring, analysis, implementation of rules and guidelines);
  • When appropriate, represent HI in workshops, seminars, meetings conducted by governmental or non-governmental stakeholders in the district,
  • With the Coordination team, Ensure HI activities are implemented in compliance with the Lebanon Legal framework for Non-Governmental actors.
  • Work with the, Project Mangers, Operations Team and Support Services Coordinator to plan and contribute to the carrying out of Partnership Assessments.

 

Responsibility 2 (Internal coordination and HR management): Manage the Support Services Site Team and ensure clear lines of communication with Coordination office in Beirut.

Activities:

  • Supervise, lead and coach the Support Services site team, setting objectives and assessing direct reports, as well as supporting and advising them in their career development.
  • Ensures the site teams (Operations and support services) understands and adopts the program’s mandate and the organization’s framework documents.
  • Ensure HI’s Human resources standards and procedures are implemented within the base in collaboration with the human resources team in the coordination office.
  • Develop and maintain effective communication with Coordination (written, phone and Skype reporting).
  • Supporting the Coordination team to introduce and ensure compliance with cross-sector policies (Child Policy, safeguarding and institutional policies) upon plans set up by the programme management.

 

Responsibility 3 (Operation and partner supervision):  Support the development of HI activities in the District

Activities:

 

  • Report regularly on the humanitarian context (actors’ presence and services, ongoing needs assessments) and contribute to the development of HI response and strategy in the area of intervention, including suggestion to adapt HI modalities of intervention.
  • Act as the focal point for implementing partners for representation and partnership framework.
  • In coordination with the Projects Manager, supervise the work of the Project Officers and remain informed of operational developments.
  • Support the implementation of surveys and assessments as requested.

 

Responsibility 4 (Finance): Support the delivery of projects whilst ensuring compliance with the financial requirements of donors and HI internal systems

Activities:

  • Supervise the financial monitoring of the projects in Bekaa district, in close partnership with the Finance Manager, Support Services Coordinator and Project Managers/ Programme staff.
  • Have overall responsibility for the Site’s cash management, ensuring a clear division of responsibilities between purchasing and cash management.
  • Oversee the monthly accounting, ensuring quality of both soft copy submissions and supporting documentation in collaboration with the finance team.
  •  Participate in the base budget design in collaboration with Program Management;

 

Responsibility 5 (Logistics): Support the delivery of projects whilst ensuring compliance with the logistics requirements of donors and HI internal systems

Activities:

  • Supervises the management of the base & other field premises (security, equipment, maintenance);
  • Supervises the management of transports and vehicles; Ensure the vehicles are well-maintained and are sent for regular servicing in line with agreed procedures;
  • Inform the head of mission and the Log Manager about issues in the running of logistics department at base level
  • Inform the head of mission and the support services coordinator about issues in the running of administrative department at base level
  • Ensure logistic and administrative activities are carried out in compliance with HI and donor policies
  • Coordinate the practical elements of internal and external project monitoring missions or project evaluations
  • Ensure the logistics managemnet for project delivery, including procurement, are carried out efficiently and cost effectively.
  • Ensure the compliance with HI policies, donor regulations for purchasing  and payment for services/ goods

EDUCATION AND EXPERIENCE:

 

  • At least 3 years’ experience in management position
  • NGO experience in a similar position
  • Relevant experience and skills in support / training / capacity building / quality assurance / project cycle management including budget/ documentation & report writing
  • Experience in representation
  • Experience in working with disability issues  is an advantage
  • Ability to collaborate and be participatory
  • Ability to work in a multicultural environment
  • Good interpersonal communication skills
  • Hard worker able to deal with complexity at different levels
  • Stress resistant
  • Well organized and ability to prioritize
  • Autonomous

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

The base manager is responsible of the daily management of the operations team based in Zahle. The technical skills and follow up are at the project manager level who will be responsible of the project implementation.

Basic salary range for the position : From 1930 USD to 2302 USD based on experience
