Inclusion Case Worker

Background:

MS has been working since 1961 towards sustainable development over all the Lebanese soil in a secular and nondiscriminatory approach. It aims to build a fair and humane society, to improve the citizenship and autonomy of the underprivileged through socio-economic development projects and to implicate Lebanese youths in the development and improvement of their society. In the frame of MS partnership with UNICEF, MS is mobilizing its experience in local development and resources to enhance inclusiveness in Lebanese CSOs and enlarged communities. Inclusion case workers will contribute to promote access of CwD to relevant education and child protection services and to promote social inclusion of children in their communities (one staff per location). 

Duties and responsibilities:

Under the management of the executive responsible and the Inclusion Technical Advisor, main tasks for the inclusion case worker will be the following:

  • Mobilize volunteers, civil society organization, disabled people organizations (DPOs), local authorities and local figures to form a committee active in spreading awareness on positive social inclusion
  • Train and coach volunteers on core inclusion concept and social inclusion approach,
  • Conduct community engagement activities in marginalized areas as awareness on inclusion,
  • Conduct awareness on UNCRPD for families of children with disability
  • Create and maintain strong networking with specialized organization on disability; with child protection (CP) and education organization and public schools.
  • Create and update mapping of services and resources for children with disability (CwD) available in the area
  • Proceed to identification of CwD (with family assessment and open a field for each child) and medical assessment when needed with use of specific form containing all information about the child, especially the way of identification (directly in outreach, referred by a DPO, referred by an NGO, etc.)
  • Refer as per best referral pathway and follow up of CwD in adapted programs (NFE, CP, FE, VT etc.), use of specific form for referral and follow up (phone or visits depending on the needs) both toward the family and the NGO or school,
  • Report unsolved or challenging cases to UNICEF field officers
  • Provide training, mentoring, methodological support and guidance to relevant MS team members on including children with disabilities in learning (identifying special education needs, teaching techniques and teaching strategies for inclusion),
  • Ensures the correct reporting on each activities, and narrative reports (monthly report and quarterly report)
  • Participate in all relevant meetings and trainings proposed by MS and partners
  • Participate in CP and Education working groups
  • Provides support and guidance to the families and ensures their engagement in family engagement activities
  • Contribute in the definition/development of new proposal to ensure its inclusivity

Conditions of Work:

One Inclusion Case Worker per location will operate under the supervision of executive director and in constant cooperation with project coordinators and technical advisors. The contract is for 11 months from 01 February 2019 to 31 December 2019.

7 Inclusion Case Workers will be based in the following center: Halba, Tripoli, Kfar Zabad, Bourj Hammoud, Ghobeiry, Saïda and Nabatiyeh and will intervene in the larger area of each center. Meetings and trainings might occur in Beirut head quarter.

Qualifications:

  • University degree in social studies, education, psychology, physiotherapy, special education,
  • At least two years of relevant work experience in social inclusion with CwD and their families,
  • Experience working with CP cases,
  • Strong training & facilitation skills,
  • Strong networking and coordination skills,
  • Experience in working in a multi-disciplinary environment,
  • Good knowledge of UNCRPD,
  • Knowledge of interagency referral forms and other interagency useful tools;
  • Excellent understanding of Lebanon ecosystem (especially education and CP)
  • Excellent analytical and report writing skills
  • Advanced communication skills
  • High proficient in oral and written Arabic, good command of English and/or French is desired
