Wastewater Management/Task Order No. 4 Director

I. Summary of Position 

The Wastewater Engineer is responsible for ensuring that wastewater infrastructure construction and/or rehabilitation activities meet internationally recognized engineering standards and environmental compliance regulations from the selection and design stage through the implementation phase. The Wastewater Engineer will operate with the CSP construction protocol developed in collaboration with USAID, and work directly with subcontractors, stakeholders, and community partners to certify the soundness of the design and monitor construction progress. Specifically, the Wastewater Engineer will support activity development and implementation by reviewing construction specifications and plans, writing technical scopes of work, reviewing proposals, liaising with stakeholders and subcontractors, providing input and oversight of construction subcontracts, and ensuring overall quality and adherence to the established construction protocol.

 

II. Specific Duties and Responsibilities  

 

  • Assess wastewater needs and implement innovative solutions to fill gaps in wastewater infrastructure throughout Lebanon.
  • Supervise TO 4 staff including engineers, construction supervisors, and others.
  • Coordinate closely with other technical task orders to amplify impact.
  • Establish and nurture relationships with target ministries, municipalities, utilities, NGOs, and other entities relevant to the successful implementation of the wastewater activities.
  • Build relationships with other USAID (or other donor) programs implementing complementary work in similar areas. Seek opportunities for collaboration to avoid duplication; build efficiencies; and maximize impact. 
  • Build and maintain partnerships with public and private organizations and stakeholders. 
  • Along with the Chief of Party, represent and report on progress, achievements, and challenges of TO 4 to USAID.  
  • Coordinate closely with monitoring, evaluation, and learning (MEL) staff to ensure activities have been implemented according to their design; have achieved results according to the program’s MEL plan; and lessons learned are incorporated into the design and implementation of future activities.  
  • Coordinate closely with engineering staff and construction and environmental compliance partners to ensure sound QA/QC of activities with construction elements.  
  • Other duties as assigned by the Chief of Party.

 

III. Qualifications

Required:

  • Degree in management or engineering (civil or mechanical or other as relevant) (Master’s preferred)
  • Minimum 10 years of experience in supervision, monitoring, and managing projects in the water and wastewater sector
  • Demonstrated knowledge of Lebanese construction laws and business practices, environmental regulations, and knowledge of management of local construction contracts
  • Ability to build and maintain partnerships with public and private organizations, including ministries, and other project stakeholders
  • Previous experience with managing multiple staff
  • Fluent Arabic and oral and written English language proficiency required

Preferred:

  • Experience working on USAID or donor-funded programming
  • Familiarity with various engineering processes for treating wastewater
  • Experience assessing wastewater facilities and implementing innovative solutions to fill gaps in wastewater infrastructure
  • Experience working in the Litani River Basin
