Monitoring, Evaluation, and Learning Manager

I. Specific Duties and Responsibilities  

  • Oversees the implementation of the task order aspects of the MEL plan, including the approach for collecting, evaluating, and validating data to measure overall progress towards indicators relevant to TO 3 or 4. The TO MEL plan will be developed in coordination with the CSP IDIQ MEL Director and TO Director and technical advisors, and finalized in coordination with USAID and its support services contractor Social Impact to ensure that it meets the needs of CSP for analysis, reporting, and learning.
  • Refines performance indicators and establishes baselines and targets for output, outcome, and impact level monitoring, as well as benchmarks for performance over the life of the task order.
  • Liaises with technical advisors to design data collection tools for baseline assessments. 
  • Works closely with the Task Order Director and CSP Director of MEL to develop mechanisms for Collaborating, Learning, and Adapting (CLA) in activity implementation to actively incorporate lessons and modify approaches in implementation as needed.
  • Uses the DevResults-enabled CSP platform and other information management tools to report on progress against performance indicators.
  • Creates, organizes, and submits (to the Task Order Director and MEL Director) contractually-required M&E reports.
  • Stays current with USAID’s evaluation policy, continually adapting to meet changing reporting requirements.
  • Organizes information-sharing on results, findings, approaches, best practices, and lessons learned with CSP staff.
  • Builds capacity of staff in data collection and data quality assurance methods.
  • Performs any other tasks assigned by the TO Director/MEL Director consistent with the overall nature of the position. 

 

II. Qualifications

Required

  • Bachelor’s Degree in relevant field such as natural or social science research (Master’s preferred)
  • 5+ years of experience with monitoring and evaluation functions
  • Strong analytical skills
  • Strong computer skills in Word, Excel, and other data collection programs
  • Fluent written and spoken English
  • Ability to meet tight deadlines and prioritize effectively

 

Preferred:

  • Experience managing outcomes and outputs related to the water and/or wastewater, capacity building, municipality development, civic society strengthening sectors
  • Familiarity with data collection databases
  • Experience with mobile data collection (i.e. tablet or phone-based applications)
  • Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements
  • Exposure to USAID’s managing for results approach
