GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.
GVC is actually recruiting personnel to cover the position of 1 Field Coordinator to support activities in Akkar.
Position Title: Field Coordinator
Reporting to: Project Manager
Duty station: Kobayat office (Akkar)
Salary grade: G6/L3
Responsible for:
- Line management of Protection officer, WASH officer and 4 Protection and Empowerment workers;
- Ensure team work, promoting and accomplishing regular and spontaneous communication, sharing and coordination between all team members;
- Ensure the achievements of expected results of the activities according to the work plan and adherence to logistic, human resources and administrative procedures;
- Ensuring involvement of relevant GVC colleagues in key actions, as appropriate;
- Compliance to GVC Community Protection Approach, ensuring right implementation of the methodology;
- Ensuring the management of Human Resources in accordance with GVC guidelines;
- Ensuring a positive and respectful work environment
MAIN DUTIES AND RESPONSIBILITIES
The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks. Throughout this, local protection strategies are elaborated and designed to increase the capacities and empower the communities and individuals, reduce exposure to harm and develop local strategies to increase protection from the impeded access to safe and dignified life.
- Coordination and implementation of GVC Community Protection Approach (CPA)
- Support the Project Manager and field team in planning and implementing all CPA process to meet project deliverables based on timeline and scope agreed with the donor;
- Provide daily support and coordination for CPA implementation;
- Assist in filing and record keeping of CPA related activities;
- Manage the logistical arrangements for the activities taking place within the project. Report any administrative/logistical problems, challenges or bottlenecks to the Project Manager;
- Participate in and supervise the collection of quantitative and qualitative data using GVC Protection Platform or any other relevant tools to ensure the accurate and timely submission of the gathered data;
- Conduct regular field visits to follow up and provide support as needed;
- Ensure that SoPs and guidelines for formats and tools during all CPA process are put in place by the field staff;
- Provision of feedback to CPA specialist on SoPs and guidelines related to CPA data protection mechanism and quality of data collected;
- Provision of recommendations, based on CPA field implementation, to CPA Specialist and Protection Coordinator;
- Attend weekly coordination meeting with Project Manager and Specialists/Coordinator;
- Promptly report to the Program Manager any problem in the implementation of the activities;
- Participate in programming new phases of GVC protection intervention or project revision and extension
- Reporting
- Support and advice the staff in their preparation and submission of their daily report;
- Prepare weekly reports to be submitted to the Project Manager. Contribute to bimonthly reports and other ad hoc reports to meet donor and internal requirements;
- Provide regular reporting to the Regional Protection Task Force on CPA implementation at field level
- Representation
- Lead internal and external coordination meetings for the purpose of the project ;
- Representing GVC in key working groups and sub-groups ;
- HR management
- Responsible to ensure the proper administrative management of local staff, in particular, monitoring absences and approving leaves;
- Make sure that staff evaluation are carried out according to GVC HR procedures, following up with the Admin/HR Department and the Project Manager;
- Make sure of the integration of any new employee in the project, and ensure, in particular, that the context of project implementation, safety rules, logistical, administrative, HR and financial procedures, as well as procedures for the use of communication and transportation are explained and understood, through a direct follow-up with Admin/HR, Log and Security Departments. Directly explain to all new employee the Guidelines linked to abuse of Beneficiaries, corruption and respect of the humanitarian principles of the organization;
- Identify the training needs of the project’ staff in coordination with the Project Manager and coordinates with the HR Coordinator for final validation and organization of trainings. Draft job profiles for local staff under his/her direct supervision;
- Prevent and manage interpersonal conflicts.
QUALIFICATIONS
- High Degree in social sciences, management, economics, international development, conflict mitigation, international relations or other relevant field
- At least 4 years of previous experience in the humanitarian sector within community mobilisation
- Excellent knowledge of Microsoft Office, in particular Word and Excel
- Substantial knowledge of standard logistic and HR procedures
- Previous work in NGOs in coordination position will be an asset
- Driving licence

EMPLOYEMENT CONDITIONS
- Contract duration: 9 months full-time with possibility to renew depending on funding with 3 months’ probation period;
- Required Starting Date: Mid-February 2019;
- Duty Station: GVC Kobayat office
- In case of Emergency activities can be protracted during Weekend or Public Holiday. In such cases, form of compensation (additional recovery days, etc.) according to National Laws will be granted
