Chemonics International is an international development company based in Washington, D.C. Our mission is to promote meaningful change around the world to help people live healthier, more productive and more independent lives. Since 1975 we have worked in 149 countries around the world, and currently implement 113 contracts in 68 countries. Our main partner is the United States Agency for International Development (USAID), but we occasionally work with foreign donors as well. We have over 600 staff based in our Washington, DC office and over 3000 staff in our project offices around the world.
USAID/Lebanon Community Support Program (CSP)
This 5 year project aims to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence in Lebanon. We’re a regionally based program, based in Beirut with activities in Bekaa, North, and South Lebanon. Chemonics is the sole owner of the Lebanon Community Support Program IDIQ contract. We currently have two Task Orders. Task Order 01 (which covers Operations and Management) and Task Order 02 (covers our technical community support work). We may be awarded more task orders in the future.
1. Specific Duties and Responsibilities
- Conduct regular monitoring visits to the different project locations;
- Conduct timely data collection, entry, analysis, quality assurance, sharing of information and learning, etc.;
- Contribute to understanding of and support for mobile data collection hardware and software;
- Coordinate with MEL Manager to use the appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of project outputs and quality;
- Update and maintain the project database and Activities trackers;
- Document project progress through tracking attendance sheets, photos, etc.
- Review or edit data in reports as requested and required;
- Work with TO2 CSP MEL Manager in implementing project M&E plan and updating indicators;
- Liaise with other project teams and MEL staff as required to ensure that the project databases complement and align with each other;
- Coordinate with partner organizations to ensure data is collected on time and entered in a timely manner;
- Assist in conducting assessments and evaluations;
- Produce analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfill internal and external reporting requirements;
- Perform any other tasks assigned by the MEL Manager consistent with the overall nature of the position.
2. Minimum Qualifications
- University degree required.
- At least two years of professional experience in a relevant area of expertise.
- Experience in oversight and monitoring.
- Strong writing and reporting skills.
- Excellent communication and networking skills.
- Proven experience fostering effective relationships with a variety of stakeholders, including local government, community-based organizations, and the private sector.
- Ability to work independently and as part of a diverse team.
- Fluency in spoken Arabic language.
- Fluency in written and spoken English language.
- Very good Knowledge in Microsoft Excel
- Access to a car for transportation to site visits.
3. Place of Assignment
The Monitoring, Evaluation and Learning Officer will be based in the project’s Field offices in (Beqaa, North, and South) and will be expected to travel as needed to Project’s main office in Beirut.
4. Reporting
The Monitoring, Evaluation and Learning Officer will report directly to the MEL Manager.
