Background:

 

  1. Purpose / Project Description:

 

CARE Lebanon is preparing a series of Value Chain assessments to take place during the AFDAL – WFP program in Northern Lebanon.

 

The Agriculture Value Chain Mapping and Market Assessment will inform AFDAL’s strategy for upgrading the agriculture value chain in order to boost sustainable employment, entrepreneurship and economic growth opportunities for individuals and relevant MSME. Selected Value Chains include Small Ruminant Dairy and Medicinal Herbs. The VCA shall take into account Protection and Gender issues within the selected VC’s, while identifying potential further areas of research related to economic empowerment and resilience.

 

The VCA will be implemented by CARE’s local partner with coaching and mentoring support from an experienced Economic Research Consultant. The Consultant is expected to work close with the Local Organization to support the development of a VCA framework, desk review of relevant research as well as key informant interviews with stakeholders in the target locations. Jointly with the local firm, the Consultant will be responsible for development of VCA methodology, data collection tools, aggregating and analyzing the data, and delivering a final report with recommendations, and presentation ( to be presented by local firm). The Consultant and local firm with be supported closely by CARE’s Socio-Economic Development Consultant.

 

  1. Consultant Tasks:

 

The Consultant will:

 

  • Review and summarize existing research in Small Ruminant Dairy and Medicinal plants in Lebanon;
  • Create value chain assessment framework and tools for Value Chain economic interventions, that can be applied to local implementation partners in Lebanon;
  • Train the AFDAL team and the local partner program team on the Value Chain Assessment framework;
  • Support and coach selected local partner with Value Chain Assessment(s) and Report, and identify potential interventions;
  • Work with Local Organization to:

- Organize and conduct stakeholder consultations and analysis;

- Coordinate collection of data and interview notes;

- Carry out analysis of selected Value Chain identifying the gaps and opportunities for investment;

- Provide recommendations on strategies to integrate assessment findings into program design

 

  • Write up findings from the Value Chain assessment report.

 

  1. Key Deliverables:

 

  • Written summary of desk review;
  • Key interview contacts list and interview notes;
  • Training workshop on Agriculture Value Chain Mapping and Market Assessment with related TOT curriculum.
  •  Mapping and Market Assessment of the Value Chain report – including Value Chain map, opportunities for program interventions including VC map, market opportunities, identified gaps and constraints, preliminary cost/benefit and economic analysis, and VC upgrading strategies.

The Consultant shall offer the number of working days, starting in Mid-March 2019 and ending Mid-July 2019.

The selected consultant(s) will work closely with the WFP-AFDAL programme team and will be expected to provide regular feedback to the research throughout the research period. The consultant(s) will work very closely CARE Lebanon Socio-Economic Consultants and Coordinators.

 

  1. Profile of the Consultant:
  • MA/S or equivalent in economics, agronomy, or other relevant field.
  • Minimum of five years of economic development experience,
  • Minimum three years designing and implementing Economic Development Research
  • Previous experience working with local partners on research in Lebanon
  • Previous Experience carrying out Agriculture Value Chain Assessments
  • Strong written and oral communication skills in English. Arabic skills an asset.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
