Protection Coordinator

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management

• Lead development and implementation of Protection programs, including for CP, GBV, PSS, and Protection overall.
• Supervise team of expatriate GBV, CP, and PSS Program Managers across different sites, as well as the overall Protection team, to support with activities and coordination.
• Provide technical support to ensure high quality of programming and services, exceeding minimum competencies for staff and minimum standards for activities.
• Conduct and support ongoing monitoring of Protection activities, through frequent visits to office and field sites, to ensure minimum standards for Protection and progress toward targets.
• Periodically review and manage M&E systems for Protection programming, in collaboration with MEAL team, including the development of M+E tools and methodology, management of reporting mechanisms and information flow, and analysis of program data and impact.
• Identify program gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.
• Lead and participate in regular strategy and program planning workshops for Protection and the overall organization, including for grant opening, mid-term review, and grant closing.
• Manage development and monitoring of program spending plans, workplans, M&E plans, and procurement and staffing plans to ensure progress against targets and spending by budget.
• Be responsible for ensuring management of resources for fulfillment of program deliverables and commitments for objectives/indicators and accountability to donor requirements.
• Build accountability system, including incorporation of feedback mechanisms for staff and beneficiaries, into program.
• Lead capacity-building strategy for overall Protection department, to ensure strong level of professional development and team-building, including the development of national managers/counterparts and addressing of any team dynamic issues or concerns.
• Build technical capacity of supervised staff and overall Protection team in overall and sub-sectors of Protection, as well as in program management.
• Support close planning and coordination with support departments across Protection department for effective operational and administration support of programming.
• Lead preparation and compilation of internal and external weekly, monthly, and quarterly reporting for Protection programs, in collaboration with Reporting team.
• Lead development of proposals for Protection programming, in collaboration with proposal team.
• Lead recruitment of new staff and program start-up in new sites as necessary.
• Ensure maintaining of program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.
• Report to overall Protection team and/or direct supervisor as needed on important issues that are cross-cutting, have urgent implications, and/or require supervisor feedback and decision-making

REPORTING

• The Protection Coordinator reports to the Program Coordinator and receives technical support from the relevant Technical Support Units.

• Ensure active beneficiary participation in program design, implementation, and evaluation, as well as empowerment initiatives such as community committees and community-led projects, and inclusion of vulnerable groups. 
Qualifications:
 

SKILLS & REQUIREMENTS

• University degree in international relations/development, social science, law, psychology, or another related field; MA/S or other related advanced degree preferred.
• Minimum of 6 years (of which at least 4 years in the field) of professional experience in humanitarian work, preferably in an emergency context.
• Substantial experience in Protection, both overall Protection and in sub-sectors of Child Protection, GBV, and/or MHPSS, including in conflict settings and with IDPs and refugees.
• Demonstrable technical expertise in the assessment of, design, and delivery of relevant Protection programming.
• Strong experience in training and capacity-building on Protection technical areas with a variety of stakeholders.
• Experience with participatory approaches and working with vulnerable groups, including gender mainstreaming and with persons with disabilities.
• Good knowledge and understanding of Humanitarian Principles and Protection frameworks, tools, and minimum standards.
• Strong program management skills, with substantial experience managing large portfolios of programming.
• Excellent written and verbal communication skills.
• Experience in internal and external coordination and representation of programs.
• Professional, hard-working, and a self-motivated person.
• Very strong interpersonal and teamwork skills; collaborative approach with the ability to work within different cultural environments.
• Positive and solutions-oriented leader focused on team-building, problem-solving, and support to the teams and beneficiary communities.
• Flexibility and can cope with stressful workload and working with limited resources.
