Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity.
Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.
In Lebanon, PU-AMI intervenes in the areas of shelter and rehabilitation, infrastructure, , food security and livelihoods, health, and protection activities in three regions, namely the Akkar district in North Governorate, Beirut and Mount Lebanon Governorates, and Saida and Jezzine districts in the South Governorate.

- Under the overall supervision of Deputy Field Coordinator
OVERALL MISSION
General objective
Under the direct supervision of the Shelter Project Manager, the Shelter Technical Advisor is responsible for the qualitative, quantitative and timely implementation of the Shelter activities. He/she coordinates and monitors the works implemented by the community, daily workers or contractors and he/she is responsible for a qualitative and regular reporting on various components of the project. He/She will also participate to different needs assessments, whenever needed or requested by the line manager.
Responsibilities and tasks
- Activities implementation
- Take part in the technical assessment, design and implementation of shelter activities as listed below:
* Site rehabilitation
* Wash facilities/installing latrines and water tanks
* Hollow block structure support/Provides essential technical support on shelter safety/ to analyses options for improving shelter weatherproofing and safety according to how effective it will be.
*Safe and unsafe shelter/supporting the team to identify hazards and vulnerabilities that create risk related to shelter.
- Plan (daily and weekly) the field activities, supervise the contractors and/or daily workers and ensure a follow-up of the different activities regarding the agreed planning, guideline, and required quality of the works.
- Ensure that all measures have been taken and rules followed to ensure security on-site;
- Provide the expertise and contribute to the technical improvement of activities through critics, analysis and suggestions;
- Supervise the field implementation of shelter activities (eg. Producing BOQ, Workplan, validation of the progress if the work ,);
- Assure the adequate compliance and adherence to available SoPs and Guidelines;
- Participate in team workshops and lessons learnt seminars.
- Assessment, monitoring & evaluation of activities
- Support the shelter team for technical assessment in the field;
- Support the team for shelter rehabilitation when they face technical issue during the works.
- Supervise the works implemented by the contractors, taking into account the specification, deadline and budget.
- Community mobilization
- Introduce the technical aspects of the activities & organize meetings with Communities and the contractor
- Capacity building
- Support each Shelter Field Officer/Worker in improving his/her technical performance.
- Provide technical guidance/trainings to the shelter team regarding rehabilitation and/or construction works, basic knowledge.
- Reporting
- Collect all information and oral/written reports on the progress of Shelter activities that he will be in charge to his/her shelter Project Manager;
- Make regular report in English on the progress of activities;
- Report immediately any delay, problem or other relevant information to the Shelter Project Manager;
- To accurate report, follow up on and submit referrals when needed to the Shelter Project Manager following PU-AMI mechanisms;
- Communicate with the other sectors to homogenize the methodology and the conditions of intervention.
- Logistics & administration
- Define the needs in items corresponding to the planned interventions; prepare the Purchase request with PM shelter.
- Ensure the follow-up and the proper use of materials and tools used during on-site works;
- Manage the supply of items to the work site in collaboration with logistics department;
- Use the PU-AMI forms for all exchange with the logistic & administration services;
- Implement daily worker payment and/or beneficiaries’ payment in coordination with the administrative department.

QUALIFICATIONS
Mandatory requirements
- Language skills: Fluent in Arabic and English (speaking/reading/writing)
- Education degree: University degree in civil engineering, or good knowledge in construction works.
- Work experience: 3 years’ experience in a similar position (NGOs/private companies) in Shelter/Construction fields at Management position.
- Computer skills: Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD
- Other:
- Valid driving license (2 years minimum);
- Knowledge in Shelter and construction works;
- Good management and pedagogical skills;
- Good knowledge of Akkar Governorates, willing to travel a lot locally and valid driving license;
- Excellent communication and diplomacy skills to manage relationship in potentially tense situations.
