Senior TVET Officer, with close ties to the private sector
Employment Start:  July 2019
Contract duration:  up to 18 months
with option to renew if the project is extended (full-time)
Place of work: Beirut & regular field visits

“Youth Employment & Skills” (YES) is a project of Swisscontact’s Development Programme. It starts with a pilot phase of 18 months (July 2019-December 2020) with an option of a 4-year phase (2021-2024). Trough acquiring professional skills, young adults integrate themselves into the Lebanese labour market. This allows the project-participants to improve their own living conditions and those of their families.
Swisscontact’s approach follows the three principles:
Relevance: our interventions need to be relevant for the people trained and lead to employment and income opportunities, they need to be developed in cooperation with the private sector and provide skills which are needed in the labour market and, finally, they need to be aligned to public sector policy and strategy contributing to the country’s economic, social and educational goals.
Social inclusion: our interventions are inclusive in terms of providing opportunities for all people independent of ethnicity, gender, age, religious affiliation, political orientation or economic status.
Systemic change: our interventions are intended to build local capacities and structures which last beyond project duration focusing on actors which are likely to remain within the various local skills and labour market systems.

Tasks:

• Lead for strategy and implementation advise for interventions related to vocational education and training, coaching and labour market insertion
• Coordination, supervision and quality assurance of selected project activities related to TVET and labour market insertion
• Capacity building of project implementation partners in the areas of TVET and labour market insertion
• Active management of relations with relevant government institutions and private sector partners
• Active use and exploration of synergy opportunities with other development partners in the areas of TVET and labour market insertion
• Developing and conducting project monitoring and results measurement activities
• Reporting and communicating of project activities (project cycle management)
• Actively contribute to internal and external knowledge management and positioning events of Swisscontact
• Ensuring the mainstreaming of gender equality, good governance and conflict sensitive programme management into implementation of activities
• Analyse and synthesise program outcomes and contribute to the development of the project’s full first phase (2021-24)
• Internal capacity building of the project’s team members in their further development of their thematic competencies and their professional career.

Requirements

• At least 10 years of experience in working on TVET and labour market insertion
• Strong track record in working with the private sector on skills development
• Senior management and advisory experience
• Master’s Degree in relevant educational field
• Specific and sound knowledge of the current TVET-system and its actors (e.g. DGTVE, MEHE, development and multilateral actors as well as private sector representatives) and the Dual Vocational Training system is paramount
• In-depth understanding of all aspects of Project Cycle Management (including financial management)
• Good understanding of gender equality and social inclusion, conflict-sensitive programme management and good governance
• Strong track record in capacity building of local partners
• Strong business, analytical and presentation skills
• Strong team player
• Excellent English and Arabic communication skills (verbal and written)

The Senior Officer TVET will report to the international team leader/ Swisscontact country director for YES, based in Beirut.
