Project Manager:

We are looking for a talented Programs Manager to lead the /programs function within SHIFT Innovation Hub. As a strategic thinker you will take a leading role in shaping the future direction of the different programs for the Hub.

This position is responsible for the full Implementation of NAWAT Project which is based in Tripoli Lebanon. The main job focus of the PM is to assure a strong relation with all stakeholders , implement common projects and activities, and enhance the capacity of the team. The whole approach will be integrated in a social & humanitarian frame ensuring the creation of sustainable and better community mobilization.

The PRoject Manager will be responsible for the continued development of the Social Innovation Hub projects and its strategic direction. The project Manager will be expected to hit the ground running, be an active problem solver and understand what is necessary to launch projects and secure funding for projects. The basic functions of the position include: managing the project Officers/ Assistants, conceptualization and research into the feasibility of innovative ideas, and grants report preparation.This position has growth potential within the organization.

Responsibility #1: Project Implementation:

Ensure project cycle management as detailed below:

Ensure the overall project elaboration phase as per donor agreement, Shift’s guidelines, and agreed implementation strategy.

Develop, update and follow up a detailed work plan, in line with donor agreement.

Develop steps and procedures in the planning and implementation of livelihood projects.

Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the teams.

Elaborate budget spending and forecast including tracking and managing projects’ spending.

Ensure procurement plan are timely placed and communicated to the procurement department, according to Shift’s procedures.

Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements and compliance rules and implementation strategy.

Develop a strong approach for a better community mobilization and participation (Through local stakeholders as well as with Right Holders/or local population) in order to improve the access to livelihoods.

Responsibility #2: Project Team & partnership Management:

Line Manage the project team members and ensure performance is in line with project, Shift’s, and donor’s expectations and requirements.

Participate in grant review meetings ensuring the project  implementation is compliant with donor regulations and are on track with spending.

Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.

Identify learning and training opportunities for the program teams.

 

Responsibility #3: Reporting & Information sharing:

Ensure Project Officers regularly report on their projects according to established procedures.

Draft narrative and quantitative reports as per Shift’s internal requirements and donor requirements.

Ensure internal communication and data sharing on project with relevant departments specifically MEAL, grants, communications, and advocacy.

 

Competencies:

Strong capacities in project cycle management and budget follow-up.

Strong capacity to coordinate with a team, coalition and consortium.

Outstanding skills in establishing partnerships with local partners with private sector actors and players, as well as with Local Communities.

Excellent capacity to supervise the staff and provide information in a timely manner to the board of directors and senior management.

Strong understanding of the needs and challenges of the SME Sector (Tourism, Services, Industry, F&B, FMCG, etc.).

Familiarity with the Lebanese economy, market, Labor Market and Social Entrepreneurship.

Very good communication, coordination and diplomacy.

Familiarity with humanitarian interventions in support to the SME Sector with an urban labor market.

Integrity, fairness and impartiality.

Ability to manage sensitive cases and confidential information.

Knowledge of the main Lebanese economic sector, Business environment and common practices in Lebanon, and of international guidelines.

Demonstrable experience in engaging with private sector and micro enterprises (Knowledge and Technology Transfer as well as access to finance)   

Knowledge of the socio-economic circumstances in urban Tripoli.

 

Proven Experience:

At least 3 years of experience as a project manager in an international NGO, preferably in livelihoods & Business Development, or 5 years’ experience with Private Sector (Preferably with SME Sector).

Desirable: At least 1 year of experience in implementing projects through partner organizations.
