Program Support Assistant - Cash

About the job 

Under the direct line management of the Program Manager, the Cash Assistant is responsible for the overall supervision and coordination of all cash assistance related activities (one-off emergency cash assistance, cash for work, apprentice stipends, cash for protection, etc..) ​

Duties and Responsibilities    

  • Receive, keep track of lists of households or individuals referred by DRC teams for cash payments as per the internal tracker and process timely and accurate payments flow through DRC Internal systems; ensure closure of cash advances within 24 hours, follow-up with procurement on the status of purchase orders for Liban Post, maintain a zero balance of cash closure by the end of each week. 
  • Ensure timely requisition of Liban Post cards, proper planning, coordination with relevant staff and preparation of field visits for distribution of Liban Post cards or cash in envelope, per area of intervention while ensuring best use of cars and assets. Provide clear briefings to cash recipients about the Liban Post process and the hotline and follow up on a weekly basis on the Liban Post campaigns to ensure beneficiaries have received the SMS and retrieved the cash. 
  • Verify program contracts for beneficiaries prior sign off by the Area Manager and keep copies of these contracts, as well as timesheets/attendance sheets and any other supporting documents prior preparing the payments and liaise with the program focal points to complete the correction required. Ensure proper and safe filing of all cash distribution related documents (receipts, pictures, field tracking tools, LP loading forms (hard signed copies and scanned copies). 
  • Coordinate efficiently with both the support and program staff on the schedule of payments, hard copies preparation and sign off and raise immediately any issues with the sector focal points and line manager in regards to beneficiaries no-show, cash requested, cash submission, wrong documentation and missing data or files. 
  • Provide weekly reports to the Program Manager, including accurate figures of distributions done, challenges encountered, daily update of the DRC internal tracking tools (Liban Post loading form, Liban Post tracking tools and internal tracking follow up tool), data entry on DRC’s Alpha system database and monthly updates of RAIS in coordination with the IM Officer 
  • The Cash Assistant is responsible to keep all files confidential in regards to the Protection cases and none should be shared with any staff except with the Protection Team Leader, Programe Manager, the sector Officer and referee. 
  • Fulfill any other relevant duties as requested by the Program Manager. 

About you 

  • To be successful in this role we expect you to have Bachelor degree in finance, business or related field), Includes Certificates and licenses. ​

Moreover we also expect the following: 

Required qualifications: ​

  • 2 years of experience in international organizations and humanitarian settings. 
  • Previous experience working with Syrian refugees in Lebanon. 
  • Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times. 
  • Fluency (native speaker) in written and spoken Arabic, good written and spoken English. 
  • Computer literacy (MS Word and Excel).​

Desirable qualifications: 

  • Good knowledge of protection principles in humanitarian settings. 
  • Good knowledge of the Bekaa context. 
  • Good interpersonal and communication skills. 
  • Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well.​

We offer 

  • Contract Length: 8 months until 31th of December 2019. 
  • Grade: I, Level 1. 
  • Basic Salary: 1350 USD (depending on years of experience).  
  • Duty station: Bekaa 
  • Start Date: June 2019. ​
