MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

 

1. Background and Introduction:

Humanity and Inclusion is seeking a consultant in conducting lessons learnt exercise on Small and Medium Enterprise grants for persons with disabilities pilot projects implemented in Middle -east. The consultant is expected to:

  • Assess the overallproject management cycle i.e. from design to closure and exit strategy
  • Assess the effectiveness, efficiency, relevance and sustainability of the project related to direct beneficiaries – including beneficiary feedback and satisfaction and preliminary impact, effect and mitigation methods
  • Create an advocacy paper to foster the inclusion of persons with disabilities in livelihood activities
  • Provide a set of lessons learned and recommendations

 

2. Description of the required service provision:

The expected outputs of the consultancy are as follow:

  • Finalize a detailed methodology and data collection tools using a mixed-method approach in consultation with the MEAL, program and technical team.
  • Conduct a primary data collection exercise according to HI approved methodology.
  • Analyze and provide draft set of lessons learned and recommendations, and finalize it in collaboration with HI team. 
  • Present the results of the findings to HI team
  • Produce an advocacy paper, case studies and/or fact sheet to foster the inclusion of persons with disabilities in livelihood activities.

 

3. Consultant's Profile:

  • Required education:

Advanced University degree (Master’s Degree or equivalent) in Statistics, Economics, Research studies, International Relations, Humanitarian or Development Studies and/or Regional Studies, Project Management, Organizational Learning or any other related field.

 

  • Required substantial experience:

At least 5 years of professional experience in project management, livelihoods or working with persons with disabilities

Experience in conducting studies in humanitarian settings such as evaluations, beneficiary surveys, lessons learned exercises for emergency, crisis or humanitarian response, particularly in violent conflict triggered crises.

Proven record of producing analytical papers and lessons learned reports is highly desirable.

Proven ability to work in a multicultural setting

Previous experience in the field of disability is desirable

 

  • Language requirements:

The candidate should have excellent command of the English & Arabic languages, both written and oral.

 

4. Service duration and location:

Working days will be distributed between May 2019 – June 2019 with a maximum of 30 working days.

Service location: Beirut, Lebanon at organization's offices with potential travel to field.

 

5. Deliverables:

  • Detailed methodology in close consultation with HI team.
  • Detailed work plan of implementation with milestones.
  • Develop set of lessons learnt with recommendations.
  • Prepare lessons learnt report
  • Prepare advocacy paper and/or case studies/fact sheet

6. Application Contents:

The applications submitted shall have three mandatory elements:

1. Consultants’ Profile: This shall include CV(s) of the individual(s) participating in this exercise and two samples of similar work with references.

2. Technical Proposal: Proposed methodology using mix-method approach for this exercise using both census and sampling methods for data collection.

3. Financial Proposal: A generic breakdown of cosultant’s daily cost, travel cost, and other related costs to this exercise.

 

JOB CONDITIONS:

  • Remuneration: based on experience and financial proposal
  • Starting date: 02/05/2019
  • Duration/ Type of contract: Consultancy contract
  • Others: The consultant will be responsible of his/her own social cover, all the insurance and for assessing and paying the taxes due by him to the Finance Administration or relevant authorities, for the fees related to the present agreement.
