CARE International in Lebanon (CIL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. Launched in September 1st, 2018, the 2 years´ multi-country project “Strengthening access to protection, participation and services for women refugees, internally displaced people IDPs and host communities” is funded by the European Union Regional Trust Fund in Response to the Syrian Crisis, the EU “MADAD” Fund. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs as well as for women in the host communities in Lebanon. To address the multi-layered repercussions of the protracted refugee crises on women and girls, a consortium with credible and experienced national and international organizations was formed. In Lebanon the consortia is formed of EuroMed Feminist Initiative (EFI) , Care International Lebanon (CIL), Legal Action Worldwide (LAW) and Lebanese Women Democratic Gathering (RDFL).
The Capacity Building Consultant has the responsibility to design capacity building program of CIL’s local partners (non-governmental organizations) and Social Development Centers (SDCs), after identifying and assessing the needs of the stakeholders. The aim is to support partner organizations and SDCs, so they can achieve better management, to operate more efficiently and ultimately to be more effective at serving the communities they support.
Key Responsibilities- Undertake capacity assessments of partners and Social Development Centers (SDCs) in coordination with the respective programme teams.
- Develop and implement comprehensive tailored capacity building plans for partners and SDCs in a participatory manner, based on respective needs.
- Work with CIL Finance, Human Resources, Logistics, Procurement and Programme departments to hire trainers and consultants to develop and implement new tools, processes and policies that promote and sustain quality and best practice within the partners’ operations.
- Ensure adherence with CIL’s grant management standards and procedures.
- Develop and maintain effective and positive working relationships with relevant stakeholders including partner agencies, community leaders and service providers.
- In collaboration with other CIL departments identify capacity needs in partners’ programmatic and managerial levels.
Phase 1 – Assessing the needs of local partners and social development centers in term of internal capacity and capabilities.
Phase 2 – Formulation of key recommendations.
Phase 3 – Designing Capacity Building program in collaboration with the project team, based on the conducted assessments.
Phase 4 – Develop implementation roadmap of Development Plan and present to CARE and partner
Educational BackgroundThe candidate should hold a bachelor’s degree in HR, Finance, Administration and/or Management or any relevant field.
Proven Experience- At least 2 to 3 years of experience working in international organizations, preferably in humanitarian settings.
- Strong understanding of the Lebanon political, legal, and social systems as related to protection and refugees as well as demonstrated experience in working in/collaborating with civil society as well as local authorities;
- Proven experience in working with protection, hereunder Gender Based Violence (GBV), early child marriage (ECM) and Sexual Reproductive Health and Rights (SRHR), preferably an NGO setting;
- Previous experience in workshop design and facilitation.
- Skillful in conducting capacity needs assessments and developing training programs for a wide range of target groups from different institutional levels, and delivering coaching, training and supervision of staff.
- Proven experience building capacities of, and providing direct technical support to, Community Based Organizations and SDCs.
- Strong ability to coordinate, organize work, meet deadlines, prioritize work under pressure, manage multiple tasks and maintain attention to detail
- Strong written and oral communication skills, effective in representation and liaison with external stakeholders
- Excellent interpersonal and problem-solving and facilitation skills
- Communicate clearly and concisely, both orally and in writing.
Proficiency in the Microsoft Office.
