Organizational Development Specialist – Short Term Consultancy

for the Quality Instruction towards Access and Basic Education Improvement” QITABI Program

 

 Background  

QITABI is a five-year $46.2 million USAID-funded project, that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:

  • Component 1: Improving reading outcomes for primary level public school students
  • Component 2: Expanding access to safe and relevant education for vulnerable public-school students
  • Component 3: Strengthening management (resilience) in the education system to better direct and monitor education

World Learning, under its QITABI project, has an immediate vacancy for a short-term consultant “Organizational Development Specialist” for 20-days. This position is open for a person who has previous experience in this field and Lebanon’s public sector.

Scope and Responsibilities

The objective of this assignment is to map the QITABI reading model key processes and re-align it with the Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) processes.

The ODS will assist QITABI to develop the process maps for all key processes in the project, namely the Component 1 Arabic Language Reading intervention, conduct analysis (to re-engineer those processes, if necessary), update and adapt.

 

The consultant will work with QITABI’s Senior Policy Advisor (SPA) and Deputy Chief of Party (DCOP) to accomplish the specific activities listed below:

  • Familiarize with the organization’s Component interventions and context;
  • Review the relevant existing documentation and particularly previously conducted work around process mapping, including the initial process maps developed
  • Provide an in-depth and critical analysis of the process maps looking for: potential risks or control deficiencies as well as duplications/unnecessary steps and overall process inefficiencies;
  • Review the process maps based on conducted analysis, re-engineer/re-align those processes and update process maps accordingly;
  • Present the draft-revised maps to management (and particularly QITABI’s SPA, DCOP and Component 1 lead), discuss and validate suggested process improvements;
  • Validate the content through holding meeting/validation workshops, whereby consultant will walk through the draft process maps with key stakeholders to ensure accuracy and completeness of processes;
  • Facilitate the process mapping workshop involving key process stakeholders to walk through the processes together;
  • Finalize the process map based on management and key stakeholders’ feedback/comment;
  • Provide short information sessions/workshops/training to each key function area on new process maps (optional/to be discussed and agreed upon with QITABI Management);
  • As needed, coach and support QITABI Staff on the completion and review of the process maps;
  • Throughout the assignment, provide continuous update to SAP and senior management on the status of key activities;
  • Other responsibilities as assigned.

Requirements

  • Master’s degree in education, social sciences or a relevant field
  • A minimum of ten years of demonstrated relevant experience
  • Technical expertise in organizational development and/or institutional strengthening
  • Extensive experience/knowledge of the Lebanese public sector
  • Demonstrated experience working on donor funded projects with similar scopes of work
  • Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired
  • Full professional proficiency in spoken and written English and Arabic is required
  • Commitment to inclusive programming
