Mobile Recruiter

The MSF Lebanon branch office Field HR Team recruits in Lebanon and Egypt. We recruit professionals who meet the criteria and quality standards as defined by MSF, thereby ensuring equity, transparency and objectivity in all steps of the process. The mobile Recruiter will act as the focal person for outreach and recruitment. S/he will contribute to the provision of the HR required for its humanitarian work and will also contribute to the development of the Arabic speaking pools. Maintaining the highest standards of confidentiality and careful treatment of personal data is of outmost importance for all HR positions within MSF.

 

 

  1. Mapping, awareness raising and outreach for recruitment
  • In line with the HR strategy of MSF Lebanon branch office and in collaboration with the Field HR team, work on developing a market mapping of Beirut and major cities across Lebanon
  • Supports the team to establish and maintain contacts with professional associations, as well as with relevant universities throughout Lebanon
  • Acts as a focal point for networks with select departments at relevant academic institutions for MSF’s medical and humanitarian work to be known
  • Carries out recruitment outreach campaigns and events for the needed profiles with the support of the HR and communications teams
  • Suggests and develops promotional recruitment communication materials for profiles
  • Builds networks and communication channels to applicants by researching and contacting universities, employment agencies, recruiters, media and internet sites; providing information about the organization, opportunities; organizing presentations; maintaining contacts
  • Support the Medical and HR team to ensure MSF’s presence in key conferences and events Lebanon.
  • Identify useful and adapted online recruitment channels in order to increase the number of applications
  • Supports in posting job vacancies and other adaptations on the website and to publish recruitment posts on the social media
  • Supports in conducting community management for all social media posts concerning recruitment
  • Focal point for all HR related events (job fairs, medical conferences, outreach events…) in terms of outreach and organization

 

  1. Recruitment: manages the selection process to recruit people that meet the requirements and targets agreed (nonmedical profiles in Lebanon)

 

  • Implements the selection process as defined by the Recruitment Coordinator always ensuring the quality of the process. Responsibilities include CV screening, Technical competency checks, competency based interview, facilitation of selection process, collection and verification of candidate documents and credentials.
  • Manages the communication with candidates for recruitment purposes and is responsible for providing all necessary documents and information on the Organization’s values, way of operating, working conditions and other critical information.
  • Is responsible for the achievement of recruitment targets within the criteria and timeframe agreed. Maintains complete and accurate records of the recruitment process and its results, produces monthly and other specialized reports.
  • Is responsible for the proper maintenance and update of the HR Software with the relevant candidate information.
  • Performs monthly detailed analysis of selection and recruitment.
  • Evaluates yearly (together with the Field HR team) the quality of recruitment and proposes course of action.

 

  1. Supports the placement and career development of recruited staff within MSF projects (nonmedical profiles in Lebanon)

 

  • Supports the proper allocation of recruited non-medical staff to the 5 MSF Operational Centers according to their annual recruitment targets.
  • Regularly reviews annual HR pool targets for non-medical staff in collaboration with pool managers
  • Ensures the update of the availability list of nonmedical candidates recruited in Lebanon
  • Facilitates the communication between the MSF Operational Centers and the recruited people.
  • Ensures the administration of each candidate until the 1st departure 
  • Acts as the reference point for all expatriate, non-medical staff recruited from Lebanon for issues concerning their professional progress within MSF, maintains regular contact with field workers before, during and after missions and supplies them with adequate support and advice
  • Conducts onboarding, briefings and de-briefings along existing checklist in liaison with the Field HR Administration Officer
  • Works to ensure the completion of the end-of-mission evaluations to ensure career management
  • Debriefs expatriates returning from a humanitarian assignment, highlighting the skills acquired and those needing improvement, offering career advice and plans
  • Discusses training options with pool members, proposes them to the selection committee ; keeps field workers informed about available trainings and retention efforts
  • Facilitates staff participation in the MSF associative life and mobility towards HQ posts
