FHI 360 is currently recruiting for the position of Technical Officer – Capacity Development for an anticipated project, CSSF Lebanon: Palestinians Community Resilience Building. This program aims to provide coordinated innovative interventions in support of solutions to improve resilience and stability in the Palestinian camps of Lebanon. The position is contingent on funding.
Job Summary
The Technical Officer – Capacity Development will increase the organizational capacity of local organizations and other beneficiaries working in Palestinian refugee camps in Lebanon. S/he will work with the Program Manager and Program Officers to improve sub-contractor and other beneficiary effectiveness, efficiency, relevance, and sustainability through mentoring, on-demand technical assistance (TA), trainings, and other activities. S/he will support the development and adaptation of a suite of FHI 360 organizational development (OD) tools and approaches and provide mentoring, guidance, and resources for Program Officers working with sub-contractors. S/he will also propose innovative, results-driven recommendations to adapt civil society strengthening interventions and work closely with the Monitoring, Evaluation, and Learning (ME&L) team to meet and exceed the project’s output, outcome, and impact indicators as related to capacity building.
Position Responsibilities
- Facilitate assessment of organizational, financial, and technical capacities of subcontractors and other beneficiaries;
- Collaborate with sub-contractors and other beneficiaries to facilitate training and development plans based on assessment results;
- Manage and work with a team of Program Officers to provide sub-contractors and other beneficiaries with one-on-one mentoring, on-demand TA, learning-by-doing activities, group trainings, and network building;
- Promote and support expertise and technical exchange, including through trainings, between subcontractors and other local organizations;
- Thoughtfully include gender and social inclusion (GESI) considerations across civil society strengthening interventions;
- Work with the Program Manager to identify good practices for replication; and
- Document sub-contractor and other beneficiary progress and lessons for knowledge sharing, reporting, and replication.
Minimum Requirements
- BS/BA or its international equivalent in conflict mitigation, youth development, international relations, social sciences, or a related field; Master's Degree preferred;
- A minimum of 4 years’ professional experience with at least three years in a technical role on donor-funded programs related to community development, youth engagement, peacebuilding, local governance, or civil society strengthening projects;
- Experience in designing and facilitating workshops required;
- Experience in developing capacity building modules, tools, and material preferred;
- Experience in designing or implementing capacity building or technical support activities is a plus;
- Experience with Foreign and Commonwealth Office (FCO) rules and regulations and experience working in an international NGO environment highly desirable;
- Familiarity with community resilience and duty of Care/conflict sensitivity preferred;
- Strong understanding of the political and social context in Palestinian camps in Lebanon;
- Excellent organizational skills;
- Excellent verbal and written communication skills; and
- Fluent in written and oral Arabic and English.
