Job Summary:
This position is responsible for supporting with the implementation of a livelihoods, protection and local economic development project based in Tripoli. The main job focus of the project officer is to maintain effective, timely and transparent communication with the partners in the project, for the most effective implementation. The officer will also be responsible to coordinate and building the capacity of partners mainly regarding Social Entrepreneurship, event management and start up entrepreneurship plus covering Life skills, PSS, vocational trainings. This position is also responsible for ensuring the youth mobilizers are working in accordance to their set workplans and are spreading the intended messages to the communities.

Working Travel:
This position will be in Tripoli, with frequent movement to other CIL offices and partners. Travel will also include monitoring and capacity building visits to the field when required. Working area is in North Lebanon.

Education & Certification:
Bachelor degree in a social sciences field (business administration, socio-economics, political science, or equivalent).
Minimum Education Level:
Bachelor degree
Proven Experience:
3 years minimum experience in a similar role working in partnership building focusing on entrepreneurship, community mobilization and communication functions, preferably in an International NGO.
Experience in working in donor-funded projects with International NGO’s particularly those addressing livelihoods and economic development.
Experience in building capacity of partners for Entrepreneurship, startups, social entrepreneurship, community engagement, planning, quality assurance and other matters related to the project.
Demonstrated ability to work under pressure, excellent planning skills and provide timely quality information and reports.
Ability to work well with a team and partners and establish relationships with other teams/offices/partners.
Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures with highly developed interpersonal skills and fluency in English

Detailed Responsibilities & Tasks
Responsibility # 1: Partner Relationships and Capacity Building
- Follow up on partners narrative reports and support them whenever necessary on the startup entrepreneurship and social entrepreneurship
- Follow up on partner capacity building plans to ensure that they are effective, relevant, and timely
- Follow up with partners on effective implementation and set work plans with partners, follow up on activities, needs, and timeliness
Responsibility # 3: Communications
- Support with planning conferences, Forums and awareness events on entrepreneurship related topics
- Ensure that project visibility activities and key messages are aligned with the project’s communication strategy, CARE’s guidelines, and partners’ requirements
- Manage the visibility of events and conferences for local NGOs, INGOs, and local communities
- Coordinate with CIL Communication Manager on preparing material.
Responsibility # 4: M&E
- Contribute to the development of database and M&E tools for entrepreneurship component
- Monitoring and evaluation with partners on all activities focusing on social enterprises, start-up component, coaching and other activities
- Implementing FGD for research purposes and participating in other related activities
Responsibility # 5: Reporting & Information sharing
- Support with drafting narrative and quantitative reports as per CARE internal requirements and donor requirements.
- Ensure internal communication and information sharing on project with relevant staff (Socio-economic development Coordinator, Project Manager, M&E team etc.).
Responsibility # 6: Representation and Coordination
- Support the Project Manager in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (MSME/Private Sector, municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
