Job Summary:

CARE is currently implementing an integrated, multi-sector response to acute and urgent needs of vulnerable populations affected by the Syrian Crisis, while building the resilience of crisis affected communities to future shocks and stresses. The Programme Manager will be a key position within CARE programme team and will ensure the adequate implementation of CARE’s response. S/he will also supervise protection, livelihoods and resilience programme components within the emergency and early recovery phase of the crisis.  The successful candidate will manage partners grants on behalf of CARE (staff, financial and program management), will contribute to establishing systems and processes to improve the quality of provided aid as well as provide and/or facilitate technical support to partner organizations in relevant technical areas as well as guide and build capacity to partners.

Education & Certification:

Bachelor or Master degree in relevant field (Social Sciences, Developmental Studies, Public Administration etc.)

Minimum Education Level:

Bachelor degree

Experience:

  • Minimum 3 years of experience managing humanitarian/development programs in positions of increasing responsibility
  • Experience working with and through partner organizations; demonstrated skills in partnership building
  • Proven history of integrating gender/age/disability considerations into programmes
  • Successful background in budget management, staff management, donor relations and reporting
  • Experience and knowledge of livelihood promotion in a humanitarian response is an asset
  • Experience and knowledge of protection programming in a humanitarian response is an asset
  • Good knowledge of regional context and flexibility to adapt to changing and difficult work environments
  • Experience in remote management
  • Expert understanding of NGO compliance requirements and regulations

Responsibilities & Tasks

 

Program Cycle Management 35%)

  • Oversee the implementation and management of  CARE projects and sub-grants to implementing partners, across multiple sectors including emergency, livelihoods, value chain and protection
  • Establish and implement strong project cycle management tools and systems (i.e. kick off meetings, project review meetings, BVA reviews, close out meetings, filing and documentation)
  • Ensure CARE and partners' project implementation is on time, scope and budget and is using effective MEAL systems to reach desired impacts
  • Oversee and prepare high quality donor updates and reports
  • In cooperation with MEAL team, ensure adequate monitoring, reporting and acquittal of activities in line with partnership program policies, CARE and donor guidelines and procedures
  • Ensure that gender and protection-sensitive approaches are mainstreamed into partner projects in accordance to CARE gender guidance, ensuring a gender action plan is in place for all projects, and actions followed up
  • Manage technical consultants brought on to support program implementation
  • Contribute to development of new programs and to preparation of proposals and budgets
  • Identify strategic areas for pilot programming

People Management (35%)

  • Supervise the Senior Programme Officer and take part take in recruitment of additional program staff if needed
  • Conduct annual performance appraisal as per the organizations policies and procedure of direct supervisees

Lead on identification, training and continuous support/capacity-building of team and local implementing partners (5%)

  • Provide relevant technical support and guidance to partners as necessary. Revise, adapt and input into training materials as appropriate for the changing contexts.
  • Support CARE partnership officer to prepare trainings and develop mentoring approaches that are most suitable for each partner
  • Ensure links are created between partner projects and CARE technical teams (e.g. gender/protection, program support units) as appropriate to build technical capacity of partners

Coordination, Information Sharing and Representation (15%)

  • Represent CARE in relevant coordination forums and groups (UN agencies/INGOs).
  • Prepare inputs to 4Ws documents and other information collections tools (internal and external) as needed
  • Build a relation with CARE office in the region to share information, harmonize approaches and create synergies

Security and Safety (10%)

  • Work closely with CARE security focal points to develop and maintain systems and training that ensure the safety and security of CARE’s team and partners
  • Work with assigned program officers to mitigate the risk on partners and ensure appropriate security assessments and good practice are adhered to
  • Build a safe and secure work environment and foster a safety and security culture, ensuring consistent application of and compliance with CARE safety and security policies and procedures.  Ensure that CARE’s code of conduct is known and adhered to at all times by self and team
