Project Objectives:

The main purpose of the Child Protection and Advocacy (CP&A) Technical Programme (TP) baseline is to establish a national baseline assessment of key issues and indicators in CP in Lebanon among the Lebanese population across the following 9 World Vision Lebanon (WVL) Area Programmes (APs): Central Bekaa, West Bekaa, Zahle, Sahel- Akkar, Marjeyoun, Bint Jbeil, Ain El Remmaneh, Jdeideh Bouchrieh Sed, and Nabaa-Sin El Fil.

The purpose of the baseline is:
•To have baseline measurements of key indicators and assumptions in order to establish benchmarks and targets for the CP&A TP indicators (and hence the CP component of the WVL national strategy). Please refer to Appendix A and it is to note that not all indicators present in the appendix are to be measured.
•To establish a general estimation of vulnerable children targeted by WVL’s programming in the 9 areas. 
•To validate priority programmatic components for the CP&A TP and where necessary, make changes: Baseline results are expected to highlight aspects of the CP&A TP and its related project models that require more focus as well as any changes that need to be made in order to enhance the relevance, adaptability and effectiveness of this TP.
•To strengthen the evidence WVL requires to better advocate for increased focus/investment by the international and national government, local stakeholders, partners, and donors towards enhancing Child Well Being.
•To strengthen WV Lebanon’s M&E systems and its accountability to all its key stakeholders (communities, children, donors, supporters, partners and government).
•To link the baseline results to the technical program’s theory of change (ToC) and provide suggestion for its relevance.
