Security and Logistics Manager

World Learning has maintained an active presence in Lebanon since 2012 through the implementation of education, leadership, and civil society strengthening programs funded by different donors, including USAID, MEPI and the World Bank.

 

World Learning (WL) is currently the lead implementing organization on the USAID-funded Quality Instruction Towards Access and Basic Education Improvement 2 (QITABI) program, a five-year project operating in all eight governorates that seeks to improve learning outcomes (academic, social and emotional outcomes) for all students in public primary schools. The project aims to 1) improve student performance in reading and writing; 2) improve social and emotional learning (SEL); and 3) improve national level service delivery of education.

 

Position Summary:  

The Security Manager will manage day-to-day security related issues concerning the QITABI 2 program, as well as other WL programs in Lebanon as necessary.  The Security Manager reports directly to the Director of Finance and Operations but will work closely with the Chief of Party and other senior management, as well as World Learning’s home office Director of Security and Global Program Operations to ensure seamless communication and coordination between the country and home office on security matters.  Broadly speaking, the Security Manager will oversee operational security support needs, including fleet management (drivers and cars), office and work space facilities security, local and international travel management, and medical provisions and evacuation.

 

Primary Responsibilities:  

  • Maintaining full awareness of the threat and security situation in Lebanon.
  • Responding to leadership requests for security and risk related information, but more importantly, providing proactive analysis on emerging risks or security concerns;
  • Maintaining WL’s Security Management Plan(s) for Lebanon and recommending changes/updates as necessary;
  • Designing and delivering a schedule of training and capacity building to ensure staff understand, and are able to follow, the protocols and procedures outlined in the SMP.
  • Providing security orientation briefings to all international staff traveling to Lebanon.
  • Serving on the Security Management Team and any Incident Response Teams, helping to lead any critical incident response.
  • Keeping a daily attendance register in order to track all staff in country.
  •  Supervising QITABI 2 Drivers and Supervising QITABI 2 Drivers and Logistics/ Admin Assistant role
  • Collecting and reviewing driver/vehicle logs on a daily basis to make sure they are up to date.
  • Ensuring that vehicles are operating in peak condition through regular inspection of project vehicles and regular maintenance.
  • Managing routing and scheduling of all field travel (including trips to distribute program materials), in coordination with Drivers and members of the Operations team, to ensure proper safety and security measures are in place.
  • Overseeing movement of staff in the field, in coordination with the Drivers and Operations Officer, by:
    • Maintaining contact with staff in the field and ensure that their travel from and to the office is safe.
    • Sharing with staff, on a field mission, the needed security information and warnings.
    • Ensuring, at the time of the departure of the staff from the office, that the driver has the knowledge of the area the staff member(s) are travelling to.
    • During the time that the staff member is travelling with either a company vehicle, a taxi or a vehicle from the car rental agency, contacting both the driver and the staff member on a regular basis to ensure they arrive at their destination safely.
  • Accompanying staff on field visits as necessary or when the security situation warrants it.
  • Overseeing the physical security of facilities and premises used by WL in Lebanon. 
  • Providing regular updates to WL home office Director of Security and Global Operations.
  • Identifying and assessing third party security service providers and contract managing those appointed.
  • Liaising with Lebanese government and security agencies as necessary.
  • Participating in approved security networks, including those of the international community in Lebanon.

 

QUALIFICATIONS & EXPERIENCE

 

Education:

 

  • University degree preferred in field relevant to security management

 

Demonstrated Skills and Experience:

  • Deep familiarity with the national and regional security context of Lebanon;
  • A minimum of 5 years of experience working in security at management level with reputable NGOs or UN agencies similar in scope and nature to this project.
  • Nuanced, excellent understanding of the threats and risks present to the international and local NGO community in Lebanon, and practical measures to address these risks;
  • Excellent analytical ability, able to synthesize information on the Lebanese security situation from multiple sources, to produce sound advice, guidance, decisions and strategic and operational plans;
  • Experience in developing and implementing security plans for international organizations operating in Lebanon;
  • Experience training office staff in the emergency procedures laid down in the SMP.
  • Ability to identify, assess and recommend third party security service providers if needed;
  • Vehicle management experience preferred, including supervision of drivers.
  • Strong networking skills, ability to leverage established networks of peer security professionals and influential external stakeholders (specifically within the Lebanese military, police, intelligence and other state institutions), to the benefit of WL’s security risk management approach;
  • Ability to handle difficult and even dangerous situations rationally and with a cool head, inspiring confidence in the SM’s decision-making;
  • The ability to lead through example, showing moral courage, integrity a strong work ethic and high standards of professional competence;
  • First Aid training and certification preferred.
  • Fluency in English, both verbal and written as well as fluency in Arabic is required.  Knowledge of French preferred.
  • Strong computer skills in MS office – especially PowerPoint, Excel, Word, and Outlook.
