DESCRIPTION:
ABAAD PURPOSE:
ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. “Ending Gender-Based Violence: towards standardization and strengthening quality of services and direct response” is an initiative aiming at reducing the risk of Gender-Based Violence (GBV) through women, men, boys, and girls’ empowerment and improving the quality of multi-sectorial assistance for women, men, boys and girls survivors or at risk of GBV among the host community and Syrian refugee population.
Background:
Among the unprecedented number of Syrian refugees in Lebanon are hundreds of thousands of children whose lives are shaped by the violence that they and their parents have experienced. Given that the first three years of life contain the most rapid period of brain development, it is important to equip parents with the necessary knowledge and skills to provide a safe, nurturing environment and lay the foundation for their children’s lifelong learning. In 2017, Promundo and ABAAD adapted Program P-ECD, a gender-transformative program to promote men’s involvement as equitable, nonviolent caregivers in the Lebanese context with a focus on refugees and low-income Lebanese caregivers and early childhood development.
The objective of this new proposed project beginning in June 2019 – December 2019 (with possibility of extension if program budget allows) is to refine a strategy for institutionalization and mainstreaming of Program P-ECD with key stakeholders and government counterparts. The main outcome of this project will be the finalization of a scaling strategy endorsed by key ministries; deeper understanding of the barriers and opportunities for scale up in Lebanon; built capacity of staff of ministries, faith-based institutions, and local organizations.
JOB PURPOSE:
With the close support ABAAD, the Masculinities Program Manager, and our international partner, Promundo the ‘Scaling-Up Coordinator' will be responsible for guiding the development of and monitoring the scaling up strategy of Program P – ECD. She/he will work collaboratively as part of the team to provide strategic thinking, direction, and documentation of the entire scaling strategy process. This position requires high-level organizing and coordination, and ability in dealing with a wide range of groups; diplomatic attitude, and respect for confidentiality
REPORTING LINES:
Post holder reports to: Masculinities Program Manager, ABAAD Director, and Promundo
KEY RESPONSIBILITIES:
Plan the project
- Create a detailed work plan for the implementation of the scaling-up strategy which identifies and sequences the activities needed to successfully complete the project;
- Establish a Ministry/ABAAD Working Group that will meet every 1-2 months to discuss and validate the scaling-up strategy
- Work with relevant ministries and other key decision-makers to document any key follow- up actions and provide a necessary level of accountability to ensure the completion of those actions
- Play a key role in the development of a learning strategy that will contribute towards the improved effectiveness of our and our partners’ program design, execution, impact and influence
- Periodically review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required;

Implement the project
- Support in the development of a learning brief with international partner, Promundo and ABAAD
- Monitor the progress of the project through regular documentation and regular meetings with Masculinities Program Manager to ensure the successful completion of the project as per the donor’s requirement;
Monitoring, evaluation and draw learning of the project - Monitor project expenditures and ensure budget reports are approved by Financial manager;
- Conduct regular monitoring and evaluation on the implementation of Program P – ECD that would include lessons learned, challenges, and recommendations on the best modality.
- Collaborate with the project's Monitoring / Evaluation and Learning team (in charge of research)
- Assist Media Unit capture successful stories, to ensure that the projects’ inputs are producing positive results in the lives of target groups;
- Facilitate learning and linkages among local staff and partner organizations;
- Closely work with masculinities team on all internal and external reports related to the project implementation including financial reports as outlined in funding agreements
SKILLS AND COMPETENCE:
- A minimum of five years of experience in relevant programmatic role;
- University degree in social science or related discipline, including gender and development;
- Proven track record of working in a similar capacity with national/or international NGOs
- Experience engaging with diverse stakeholders, including government institutions
- Experience in project management and coordination;
- Highly skilled in report writing in both languages (Arabic and English);
- Takes responsibility for own work and delegated project/processes (including some leadership);
- Knowledge and skills in computer usage including word, excel, power point, and social media;
- Strong commitment to values of gender justice, human rights, and community empowerment
- Ability to work independently and as part of a team
