Background

QITABI is a five-year $46.2 million USAID-funded project, that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:

  • Component 1: Improving reading outcomes for primary level public school students
  • Component 2: Expanding access to safe and relevant education for vulnerable public-school students
  • Component 3: Strengthening management (resilience) in the education system to better direct and monitor education

World Learning, under its QITABI project, has an immediate vacancy for a short-term consultant “Educational technology and digital Resource Expert” for 20-days. This position is open for a person who has previous experience in this field and Lebanon’s public sector.

Scope and responsibilities

The “Educational technology and digital Resource Expert” will provide:

  • Provide expertise and guidance in reviewing and evaluating digital resource material produced under the project;
  • Provide analytic recommendations towards the use of e-content in the classroom; and provide technical input on development of evaluation tools and guidelines;
  • Provide technical assistance, counseling, and guidance in supporting project activities related to e-content including participating in key meetings with MEHE and CERD;
  • Provide technical input on producing educational resource material to be used by teachers and trainers.

 

The specialist will produce a final report inclusive of all documentation encompassing the specialist’s work with QITABI including technical assistance and developed work. 

 

Required Qualifications:

  • PhD holder with degree in ICT and Education, ICTE or related field
  • At least 15 years of experience teaching, managing and/or advising; preferably expertise in developing digitized content (ICT in Education), evaluation tools and criteria
  • Strong knowledge and technical experience in e-content for primary education and in teacher training
  • Experience in setting teachers’ technical requirements for using e-content
  • Strong knowledge and experience with education research and evaluations preferred
  • Experience in and strong knowledge of the Lebanese public school system
  • Full professional proficiency in spoken and written English, French and Arabic is required
  • Commitment to inclusive programming
