Monitoring & Evaluation Manager - Strengthening Resilience II

Role purpose

The post holder will be responsible to design and implement effective project monitoring and evaluation systems for the EU funded project in order to highlight areas of success, good practice and challenges across all deliverables and result areas. The post holder must be able to work with a high level of autonomy and flexibility, drawing on previous practice and policies whilst creating new and innovative solutions that enhance opportunities to develop new business.

Geopolitical/ SBU/ Function Overview

The British Council has been in Lebanon since 1946.  As the United Kingdom’s international organisation for education and cultural relations, we are building on the British Council’s respected and trusted brand by expanding existing programmes and developing new opportunities with government and key stakeholders across the public, private and NGO sectors.  We employ 50 staff, including five regional and five Syria post and our portfolio spans our main sectors of English, Education, Society and Arts. 

 

The Programmes team within British Council Lebanon manages all aspects of business development and delivery.  Working closely with colleagues across British Council (regionally, locally and in UK), the team is responsible for ensuring the quality and consistency of projects and programmes, meeting the expectations of partners.  This includes:  managing all aspects of delivery, compliance, risk and finances across the portfolio.  .

 

This post holder will be a key member of the SRII Lebanon team, reporting to the Programme lead and closely working with SR2 regional team, as well as the different stakeholders; with the aim of:

- ensuring the use of relevant tools, process and strong working/mentoring relationships are applied to ensure compliance around BC and client requirements.

Main Accountabilities

The post will essentially be to support the design of the Monitoring, Evaluation and Learning (MEL) approach and the management of the MEL work.  This will include:

 

  • Work with the MEL Advisory Team to collect M&E data on consultations (qualitative and quantitative feedback)
  • Monitor progress of the project against the Results Framework and write regular progress reports on progress to inform project management and to share with MEL Advisory Team
  • Collect monitoring data (evaluation forms etc.) of consultations process
  • Conduct focus groups with project beneficiaries and stakeholders (including young people, CSOs, government etc.)
  • Ensure data management (collection and storage) is carried out in line with British Council and GDPR regulations (collection and storage)
  • Monitor and review context and risk against risk matrix
  • Work with MEL Advisory team to conduct regular reflection and after action reviews, including outcome harvesting process
  • Ensure that partner, research and communications consultants TORs include M&E (and meet requirements for collecting baseline, monitoring and evaluation data)
  • Contribute to project learning and exchange (reflection, learning events etc.)

Client (EC and beneficiaries), CSOs, Relevant Ministries in Lebanon, NGOs, Community leaders, International and national short term and long term consultants.

Language requirements (minimum/ essential) Assessment stage: Shortlisting AND Aptis test for English

  • English at Proficiency Level C
  • Arabic fluent speaker

 

Qualifications (minimum/ essential)

  • University degree

 

Role specific knowledge and experience (minimum/ essential) Assessment stage: shortlisting and interview

  • At least 5 years’ experience in M&E within peacebuilding,
    conflict prevention and development in Lebanon  preferably within the civil society
    sectors
  • Experience
    of working in M&E
  • Experience monitoring and evaluating Preventing violent
    extremism programmes (an asset)

Desirable 

  • Advanced skills using Ex Demonstrable experience of integrating conflict and gender sensitivity into M&E frameworks
  • cel a Experience with outcome harvesting, outcome mapping and contribution analysis and theory-based approaches to evaluation and PowerPoint
