Outreach Team Leader-Bekaa

MAJOR RESPONSIBILITIES:

Facilitate project’s implementation

Projects activities are implemented as per the developed action plan

Conduct regular spot-checks on running sessions

Develop the project action plan and monitor its implementation with the support of the outreach facilitators and animators.

Set weekly meetings with the animators and Outreach Facilitators to follow up on the implementation of PSS/Life Skills sessions and progress of children.

Visit informal tented settlements and other communities, where beneficiaries reside, on regular basis and work closely with the protection committees by building their capacities to raise awareness and sensitize refugees (and host communities) on different protection concerns affecting their lives and strengthening their coping mechanisms and resilience

Disseminate and share information on available services to staff and beneficiaries.

Ensure that the project staff complies with WVL’s child protection policy, code of conduct and the code of conduct of ICRC in emergencies.

Conduct mobile field visits to refugee settlements, streets and host population areas to meet with community key stakeholders and identify protection concerns

Identify, refer and follow up on the most vulnerable identified cases as well as individuals faced with protection concerns (incl. GBV, Child protection, etc.) to relevant internal or external services

Sending of monthly planning to the Child Protection Manager beginning of each month

Submission of a monthly report related to the progress of the work to the Child Protection Manager.

Ensure timely completion of project activities according to the weekly and monthly plan

Conduct various field visits to the different areas of operations to monitor and supervise the progress of the work periodically with the support of Child Protection Manager.

Manage and build the capacity of outreach facilitators and animators:

Supervise the work of the facilitators

Meet with the team weekly

Ensure Staff Management and Capacity Building

Staff Capacity is built as required

Support in the recruitment of staff whenever needed in coordination with CP Manager and P&C department

Manage the performance of direct reports with continuous feedback to ensure proper performance management.

Develop teamwork among the project staff, ensuring a conducive working atmosphere is created and opportunities provided to share lessons learned, experiences, observations and challenges to inform project management.

Together with the CP Manager, plan and provide opportunities for capacity building to project team in consultation with P&C Department to ensure coordinated technical and personal development.

Ensure compliance with donor and World Vision’s policies.

Mobilize partners and Build relationships / capacities of related stakeholders

Strong network is built and the capacities of animators and partners is built

Identify and mobilize partners

Assist in the provision of appropriate capacity building for the local partners, outreach facilitators, animators and / or volunteers and parents working in the PSS/Life Skills project to ensure GBV/Child protection prevention and response are adequately addressed across sectors and humanitarian interventions.

Support in building the capacity of local partners based organizations on how to assess, plan, design, implement, monitor and evaluate projects.

Ensure children’s safety & protection

Children attending the activities are protected and safe

Identify safety issues and follow-up with the coordinator on the safety and security of the chosen locations

Handle reporting and filing

Progress reports are done and submitted as per the required deadline

Follow up with animators and outreach facilitators on thedelivery of progress report of children.

Ensure that a monthly operational progress reports is developed with the animators and outreach facilitators.

Ensure proper filing is done regarding every case, visit and discussion. Report must be written mentioning major points in addition to recommendations and follow-up plan.

Spport the Portfolio Manager, EiE and CH Project Manager, in the development of different project reports.

Handle logistics responsibilities as necessary

All administrative and logistics matters are followed up on to ensure timely implementation of activities

Prepare and update the list of items to be purchased (PRF) on a monthly basis and coordinate with the Procurement officer.

Perform Other duties as required

Attend and participate in capacity building trainings locally and internationally.

Attend and participate in WVL’s spiritual nurture and other organizational events.

Responsible of own security and actively contribute to a positive security culture.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

Perform other duties as assigned by the Line Manager

 

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Bachelor degree in a social development related field, (psychology, sociology, specialized education or social animation, social work, human rights)
  2. Academic background in psychology counseling or other related field
  3. Good command of English, both written and oral.
  4. One year experience in a similar related job.
  5. 2 to 3 years of experience in leading a team.
  6. Experience in project implementation, monitoring and report writing
  7. Candidates must have knowledge in working with children.
  8. Knowledge of safety issues concerning infants and children.
  9. Good interpersonal skills and cross-cultural sensitivity.
  10. Positive attitude with a willingness to learn.
  11. Ability to cope and work under pressure.
  12. Computer literate mainly in Microsoft Office package.
  13. Willing to travel within Lebanon with a valid driver’s license
  14. Well-organized, self-motivated and ability to work in a team.
  15. Ability to work in difficult and high risk situations Willing to travel within the region approximately 60% of time.
  16. Familiar with core principles of Children Rights, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards.
  17. 85% field work and 15% Office work.
  18. Position requires availability and willingness to work outside regular office hours occasionally.
  19. Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
