To ensure the proper implementation of the nutrition activities according to ACTION AGAINST HUNGER procedures, standards and policies.
Under the Supervision of the Head of Base-Tyre and the Health & Nutrition Coordinator (Beirut) , the Nutrition Supervisor is responsible for planning, implementing and monitoring all AAH nutrition activities in South Lebanon, which are primarily focused on supporting parents and communities to improve breastfeeding, complementary feeding and related care practices for infants and young children, while also ensuring the well-being of their mothers and carers. This includes implementing behavior change interventions at community and possibly at health/ social facility level and ensuring those with difficulties and special vulnerabilities are supported and referred for further specialized services as required. The post holder will also ensure effective coordination and collaboration with municipalities, other authorities, NGOs, beneficiaries and related Action Against Hunger departments. This position requires field work and movement in South Governate.
POSITON SPECIFIC OBJECTIVES AND TASKS.
Objective 1 - Ensure timely and quality implementation of the nutrition project (25%)
- The Nutrition Supervisor will be responsible for the planning and follow up of programme activities
- S/he will elaborate the monthly and weekly planning of the activities depending on the needs of the project and contextual conditions
- S/he will ensure that the nutrition program consumable commodities and resources are well managed
- S/he will assist in a timely manner, in the procurement and supply of essential commodities and needs for the nutrition activities (orders, transportation, storage…) as per ACTION AGAINST HUNGER procedures and according to the base timetable.
- S/he will support her/his line manager to elaborate the monthly financial forecast of the nutrition activities.
- S/he will ensure that all means of verification are properly collected
- S/he will ensure proper distribution plan when required
- S/he will be responsible for the programme and Action Against Hunger’s equipment;
- S/he will maintain and ensure proper project asset register;
- S/he will support her/his line manager to prepare a weekly transportation request and planning for her/his team
Objective 2 – Lead training on infant and young child feeding and nutrition (20%)
- In Collaboration with the project team, the Nutrition Supervisor will identify locations and target individuals for Nutrition and IYCF training sessions
- S/he will engage with targeted health/ social facilities, with support of HoB and the Nutrition Coordinator
- S/he will conduct nutrition and IYCF training sessions, adapting curricula and methods to the target audience with support from the Nutrition Coordinator
- S/he will conduct nutrition assessments as required
- S/he will be responsible for building relationships between Action Against Hunger, district authorities, municipalities, social development centres and /or primary health care centres, other NGOs, and volunteers.
Objective 3 –Manage the nutrition field officer ( 20%)
- S/he will ensure the initial and on-going training of staff in charge of the activities of the relevant components under her/his responsibility.
- S/he will organize team meetings, ensure day to day team management (attendance, leaves, work planning, supervision, coaching…) and identify possible training needs.
- S/he will participate in the recruitment of staff according to ACTION AGAINST HUNGER procedures and policies.
- S/he will participate in the yearly appraisals according to ACTION AGAINST HUNGER procedures and guidelines and will define professional objectives
- S/he will follow-up and evaluate staff performance on a regular basis
- S/he will provide regular coaching and feedback sessions, with adequate updates on progress against development plans and new objectives;
- S/he will guarantee the motivation of her/his team, in coordination with her/his line manager
- S/he will ensure the compliance of working conditions while in office or in the field with respect to Action Against Hunger code of conduct and standard operating procedures for the area of operations;
Objective 3 – Monitor activities & changing needs, adapt project approaches, and ensure accountability (20%)
- S/he will ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to her/his line manager any deviation
- S/he will ensure to maintain a beneficiary database with her/his line manager
- S/he will identify deviations and needs not covered and proposed adaptations to programme activities
- S/he will participate in the definition of the activities tools, based on field assessments and observations
- S/he will analyze and interpret the collected data for better tailoring of future activities.
- S/he will ensure proper quality monitoring of the interventions, including collaboration with MEAL Department
- In collaboration with the field officers and the MEAL department, s/he will assess on a regular basis IYCF and other care practices among the vulnerable communities in the areas of intervention, liaise with Nutrition and health officers for better collaboration
- S/he will ensure the proper Liaise with health and nutrition field officers for better coordination between the teams
- S/he will be responsible to update the nutrition and health field officers about all activities and changes to make sure all are working on the same line the activities are well understood.
- S/he will monitor the assessments and the activities at PHCs level to ensure the activities are fit with the needs and the health officers are follow up with the beneficiaries properly
- In collaboration with the Nutrition Head of Project, the Nutrition Supervisor will work on the identification of the good practices and the ones that need improvement among the Syrian community and adapt the program tools accordingly
- The Nutrition Supervisor will work on the improvement of the nutrition sensitive applications in the field through identification of new linkages between FSL, WASH and nutrition and/or improvement of the already existing ones
- S/he will ensure proper communication of the hotline and feedback mechanisms
- S/he will encourage and train the field team to ensure accountability towards beneficiaries
Objective 4 – Analyse, report and archive data and information (10%)
- S/he will produce weekly and monthly reports.
- S/he will participate to external reports and donor reports when needed.
- S/he will ensure proper archiving of all the means of verification of the project and other technical project documentation (soft and hard copies)
Objective 5 – Coordinate with other actors & ensure effective referral (5%)
- S/he will participate in external coordination (when needed) at the base level (including Health and Nutrition working Group in Tyre and others).
- S/he will lead assist in regular liaison, collaboration and coordination with other actors at the field level.
- S/he will support a functioning referral and follow-up system for cases with special needs in coordination with MoPH and organizations working in the area
- S/he will liaise with local authorities and local health system actors in order to ensure the ongoing and eventual development of the activities.
Objective – Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective - Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
KNOWLEDGE AND EXPERIENCE REQUIRED:
Training: BSc in Nutrition, public health or related field. Masters is a plus.
Technical specific knowledge: Nutrition and/or public health with a focus on infant and young child feeding, behavior change, nutrition/ health education, breastfeeding support.
Previous experience: At least 2 years or more experience in nutrition or public health interventions, particularly assessment and promotion of infant and young child feeding
Experience designing and carrying out trainings on nutrition/ health or related topics
Experience engaging with communities and health facility staff to improve nutrition or health practices.
Experience managing teams and projects
Experience / familiarity with psychosocial support is desired
Experience working in response to the Syrian Crisis, especially in Lebanon is also desired
Humanitarian sector knowledge: Basic knowledge mandatory
Action Against the Hunger knowledge: A plus
Languages: Excellent command of English (both written & spoken), Excellent Arabic
IT and specific systems: Command of MS Office including Excel, PPt, SPSS (would be an asset)
Mobility (national/ international): National – South Region in Lebanon, Tyre and surrounding municipalities
REMUNERATION PACKAGE:

Salary: from 2,246,000 LBP to 2,658,000 LBP gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
