1. Background
The USAID Community Support Program (CSP) project started on August 14, 2018. This is an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with an ordering period of seven years, and an overall ceiling price of $80 million. The CSP project presents a significant opportunity to improve public services and ease local tensions for underserved and vulnerable communities
CSP aims to meet priority needs for underserved and vulnerable communities, in coordination with local stakeholders including the local government, civil society, and the private sector.
In partnership with local governments, civil society organizations (CSOs), and the private sector, CSP uses a fast, flexible, and locally-informed approach to address each community’s unique conflict dynamics and reinforce Lebanon’s resilience and stability across three components:
(1) Community Stabilization Support to assist local communities meet immediate-term stabilization needs to fill urgent gaps in access to resources to mitigate tensions with activities expected to take up to 9 months for implementation;
(2) Community Development Support to provide medium to long term support with implementation expected to last up to 18 months to complete to meet priority local development needs; and
(3) Technical Assistance Support for Key Essential Services to municipalities and other local partners receiving assistance under Components 1 and 2.
By meeting such priority needs, CSP will be contributing to addressing stressors that cause tensions and/or violence over resources and services. CSP supports the provision of community services, provide economic opportunities, and enhancement local capacities for the aim of promote local development, local stability, and conflict mitigation.
Geographic scope of project: South, Nabatieh, North, Akkar, Beqaa and Baalbeck-Hermel governorates.
2. Scope of work
As part of the Monitoring, Evaluation and Learning (MEL) process, CSP seeks expertise to develop a Geographic Information System (GIS) that will allow the program to capture, store, manipulate, analyze, manage and present the project’s data on maps.
GIS is expected to allow the program to develop customized maps, throughout the life of the program, which provides a visual interpretation of data related to delivered interventions, and to be presented on paper/ hard copy map.
3. Tasks
- Identify the appropriate software (Open source software or commercial software)
- Install the software on MEL team computers
- Train the MEL staff on how to use the GIS software with available data.
- Meet with the CSP TO2 director and CSP Chief of Party to agree on the maps’ templates
- Assist the MEL team to generate the maps illustrating the results achieved during a two-reporting periods
4. Deliverables
- Install the appropriate software
- Deliver a training on How to use the software
- Develop the CSP maps templates
- Assist the team to deliver illustrative maps for the Third quarter (April – June 2019) and the fourth quarter (July – September 2019) of the project’s year 1
5. Minimum Qualifications
- Bachelor’s degree required; masters preferred in a relevant area such as geology, computer engineering or programming and computer science.
- At least 5 years of relevant experience, in Geographic Information Systems, spatial databases, web mapping and associated technologies.
- Experienced in managing, analyzing and displaying a wide variety of spatial data using QGIS or ArcGIS.
- Familiar with the development projects’ database.
- Fluency in spoken and written Arabic and English required.
6. Level of Effort and Period of Performance
The consultant is expected to provide 8 working days between June 1, 2019 to September 30, 2019. The working days will be determined jointly with the CSP MEL team and would be during the reporting periods; Third Quarter – end of June, and Fourth Quarter – end of September.

Beirut.
8. Reporting
The GIS expert will work closely with the Monitoring, Evaluation and Learning team, and will report to the MEL Director.
