Required qualifications, competences and experience
Qualifications
- University degree in Cultural/Social sciences etc.
- additional qualification in business related degrees is an advantage
Professional experience
- at least 5 years’ professional experience in the field of Cultural and Creative industries
- relevant work experience with GIZ or other development agencies is a strong asset
- existing network of related contacts in Lebanon and the region
- excellent networking skills
- strong project management, coordination and organisational skills
Other knowledge, additional competences
- Excellent English and Arabic language knowledge in writing and speaking, the knowledge of German or/and French will be considered an advantage
- flawless attention to detail
- ability to work under pressure and flexible hours when necessary
- very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- strong inter-personal and communication skills
- Proven Team-player and a good sense of humour
- High standards of confidentiality and loyalty

The advisor is responsible for
- organizing a conference on the cultural and creative industries
- assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- innovation and knowledge management
The professional advisor performs the following tasks:
Tasks
Advising the partner institution(s)
The advisor
- prepares, organizes and coordinates a conference on the cultural and creative industries
- assists and monitors the development and implementation of project/programme plans and activities in the field of entrepreneurship models for cultural and creative industries and their support structures. These are developed in close consultation with the counterparts as well as management of the overall programme
- develops a service oriented advisory approach for the meso level of relevant institutions, hubs and organizations in the field of cultural and creative industries
- develops a set-up and regular exchange of fruitful collaborations, networks and partnerships between public and private sector as well as civil society
- develops and coordinates relevant capacity building measures for selected individuals and institutions
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
- develops innovative cooperation and networking structure together with the public and private sector as well as civil society
Networking and cooperation
The advisor
- supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, governmental and non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
- communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
Knowledge management
The advisor
- ensures knowledge transfer to project/programme information
- develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
- draws up reports and presentation documents
- prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
- assists with research activities and studies
Coordination tasks
The professional, advisory
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
- coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards to implementation and preparing organisational aspects
- compiles the relevant information for joint activities and assignments
- handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Technical Advisor: Global Project Culture and Creative Industries (CCI), Lebanon
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) and the Goethe-Institut promote the emerging market of cultural and creative industries in Africa and in the Middle East. The global project “Culture and Creative Industries” supports companies, organizations and civil society representatives, associations and local networks in this sector in the selected partner countries South Africa, Kenya, Senegal, Iraq, Lebanon and Jordan. The project has entered an initial two-year pilot phase. In the long term, the aim is to sustainably promote cultural and creative industry structures in the partner countries in order to create employment prospects, support social cohesion and to improve opportunities, including for disadvantaged sections of the population.
The essential project outputs are within the following areas: (1) piloting support models for cultural and creative actors and (2) strengthening the representation of interests and the cooperation management of actors in the cultural and creative industries.
