Wash Engineer

Job Summary

The main objective of this position is the identification and implementation Concern’s WASH activities in informal tented settlements (ITS) and transfer of knowledge to direct beneficiaries.

Duties and Responsibilities

1. ITS Works Identification

1. Identify the skills and promote self-help approach within the refugee populations
2. Conduct site assessments in identified ITSs and identify works to bring the ITS WASH provision to the minimum standards as articulated by the WASH Working Group.
3. Complete BOQ for WASH works to be undertaken in ITSs.
4. Mobilize refugees to take responsibility for construction of water and sanitation facilities in order to promote ownership.
5. Identify most vulnerable families who will require support to construct/install water and sanitation facilities and arrange for other refugees to support them.
6. Participate to the safe referral of people in needs to the adequate service through Concern and Inter-Agency referral system.
7. The works can include construction/rehabilitation/repair of latrines (communal and internal), construction/rehabilitation of septic tank/holding tank and its associated connection, installation of water tanks and taps, development of Menstrual Hygiene Management facilities, adaptation of facilities and pathways to PWSNs, site improvements works, construction/rehabilitation water supply network and storm water channel, but also participate in emergency assessment and distribution of WASH, Shelter and CRIs, conduct WAP assessment and other surveys. Other works can be requested by the Technical Team Leader.

2. Works oversight
   1. Monitor the day-to-day construction (and desludging, if requested) activities on site carried out by the contractor or the beneficiaries themselves, and ensure implementation is of a high quality and in accordance with Contractual requirements, approved plans, specifications and work schedule.
   2. In liaison with the ITS Hygiene Promotion officers, ensure the beneficiaries (WASH committees when active) are actively involved in the oversight of all ITS WASH construction, including feedback to Contractors, and have the capacity to sustain the upkeep and maintenance of works once complete.
   3. Ensure project works and implementation meet all legal, environmental, health and safety requirements, and provide capacity support to beneficiaries (WASH Committees when active) in ensuring the requirements are met after the completion of works.
   4. Maintain a daily site diary, recording all works activities, number of workers on site, number and type of all equipment on site, testing of materials, quality of the work and any difficulties encountered in carrying out the work.
   5. Ensure that all required testing of materials is carried out and that detailed records are maintained.
   6. Ensure that all aspects of the work are carried out accurately by checking the measurements against BoQ.
   7. Arrange ad-hoc meetings, as required, with the contractor and beneficiaries on the project site.
   8. Ensure all challenges on site which may impact on the quality and timeliness of implementation, are catalogued and reported to the ITS Technical Team Leader.
   9. Update the construction schedule based on actual accomplishments to monitor progress on a weekly basis.
   10. To support the Water Quality unit and Hygiene promotion team as requested.

3. Information Management:
   1. Provide the Team Leader with accurate weekly updates on progress against WASH activities.
   2. Ensure project documentation is in accordance with Concern and donor requirements, properly filed and kept secure.
   3. Produce weekly/daily progress reports on the construction, and other technical tasks requested, contract status and beneficiary participation.
4. Work Ethic
   1. Adhere to Concern’s Program Participant Protection Policy (PPPP) and Concern’s Code of Conduct.
   2. Support and promote Concern’s Program Participant Protection Policy (PPPP) and Concern Code of Conduct to Protection team and Concern’s other departments, partner organizations and beneficiaries.
   3. Support the implementation of the Complaints Response Mechanism (CRM).  
   4. Ensure application of Do no harm approach in all activities.

Other duties as required by the Technical Team Leader, Project Manager and Programme Manager.

Skills, Qualifications, Experience and Attitude Required

• Degree in Civil Engineering or directly related field.
• Minimum of three years’ experience, including at least two years’ experience overseeing community based construction, including TOT for end-users.
• Strong knowledge and experience of WASH engineering and construction projects and related processes including tendering of works and monitoring of construction sites.
• Knowledge and experience of surveying practices and equipment.
• Knowledge and experience of testing of materials, including concrete, steel, aggregates etc.
• Familiarity with the SPHERE Project and Minimum Standards and Lebanon construction standards.
• Leadership and supervisory skills and ability to foster team spirit.
• Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders.
• Strong facilitation, negotiation and mediation skills and ability to work independently
• Report writing skills and computer skills in word processing and spreadsheets. Skills in technical drawings software (preferably AutoCad) and project management software.
• Willingness to stay on site and travel to construction sites all the time.
• Excellent written and spoken English and Arabic language skills.
