Search for Common Ground (Search) is a non-governmental organization working to transform the way the world deals with conflict. We have acquired over 35 years of experience in peacebuilding and are based in over 30 countries around the world. Search first worked in Lebanon in 1996, addressing multiple issues arising within Lebanon's diverse society. In each project we seek to engage all stakeholders to work together to address shared challenges and develop joint solutions.
Summary of Position
The Consortium Team Leader will be responsible for leading a consortium of three partners in implementing a 21 months project that aims to promote social cohesion amongst and between host communities and refugees in Lebanon. This aim is informed by two specific objectives:
Cultivate collaborative and positive dialogues and narratives amongst and between host communities and refugees in target communities across Lebanon.
Shift public perceptions towards greater trust and respect amongst and between host communities and refugees in target communities across Lebanon.
The Team Leader will work closely with consortium partners, local authorities, community members and relevant stakeholders. The Team Leader will oversee operations and support in the implementation of the project’s activities, ensuring that the program is on-time, within budget, and delivers high-quality results.
The Team Leader will be responsible for coordinating among the consortium partners and managing project team and resources devoted to this project in conformity with Lebanese law and Search’s internal operating practices. She will also collaborate closely with the Search Beirut office, the MENA team, as well as trainers and technical experts working on the project to ensure the deliverables are of high quality, and delivered in a timely manner.
Key Responsibilities
Leadership and Management
- Lead the project team; give strategic guidance; ensure coordination and motivation of the team; address health and well-being of the team and among partners; and ensure quality assurance.
- Manage inputs of project delivery partners to agreed standards.
- Ensure project delivery teams are structured, staffed, resourced and motivated effectively to enable achievement of agreed project goals.
- Lead the development and management of senior relationships with the donor, key agencies, partners and individuals, as required, to support the achievement of the project plan.
- Develop and maintain proactive, positive and professional relationships with consortium partners, other NGOs, donors, politicians, key government officials, civil society groups, religious groups, local authorities and media outlets.
- Oversee the implementation of activities to achieve agreed outcomes and outputs in logical framework and liaise with stakeholders on the design and implementation.
- Take overall responsibility for the timely delivery of results.
Monitoring, evaluation and reporting
- Oversee and support in the development of monitoring reports and M&E tools.
- Ensure the project is monitored effectively, that data is collected, risks are highlighted and that lessons are learned from the experience of delivering the project by the project team, consortium partners and other significant stakeholders.
- Evaluate a range political dynamics and operational risks and make appropriate changes to plans and/or resourcing, as necessary, to mitigate potential difficulties and optimise performance
Financial management
- Ensure the project is managed and delivered in accordance to Search’s financial policies and procedures.
- Oversee the preparation of financial reports and analysis for the Consortium and donor.
As job descriptions cannot be exhaustive, the position-holder may be required to undertake other duties that are broadly in line with the above key responsibilities.
Minimum Qualifications
- Master’s degree in Development, Political Science, International Affairs, Social Sciences, strategic Communication or other relevant subject.
- Proven project management skills and program administration experience, preferably within the framework of CSSF interventions.
- Strong financial management skills.
- At least 5 years of experience working in conflict sensitive environments.
- At least 5 years of general professional experience working on social stability or strategic communication projects.
- Proven track record of experience in managing large scale programmes involving three or more partners in conflict sensitive and political complex countries.
- Demonstrated experience with various aspects of the CSSF mechanisms including managing CSSF funded projects.
- Proven knowledge of the social and political landscape in Lebanon, the Syrian crisis and its impact on host countries.
- A high degree of competence in writing technical reports.
- Experience of being accountable for developing/managing procedures for projects operating in fluid, high-risk contexts.
- Proven ability to negotiate multiple relationships with various partners.
- Dynamic leader with political awareness, advocacy skills and creative problem solving skills, particularly in challenging situations.
- Excellent interpersonal and networking skills.
- Spoken and written fluency in English and Arabic.
- Strong oral and written communications skills.
- Demonstrated writing and grants management skills.
- Cultural sensitivity and adaptability.
- Proficiency in Microsoft Office.
- Strong organizational skills and attention to-detail.
