Community Mental Health and Substance Use Supervisor/Tripoli

Main responsibilities:

 

The CMHC supervisor is the focal point of the Community Center, which implies to:

  • Ensure the well running of the center,
  • Oversee the teams (case managers, therapist, nurse, receptionist and psychiatrist)
  • Ensure smooth coordination within the multidisciplinary team,
  • Plan, develop and implement the Substance Use (SU) and mental health and psychosocial (MHPS) activities in line with the national mental health strategy
  • Ensure effective coordination with the Primary Health Care (PHC) centers surrounding the hospital, the hospital and external stakeholders.
  • Ensure the data collection is being completed appropriately according to MdM, Skoun and MOPH MHIS standards
  • Contribute to the reporting on mental health and substance use activities

 

The main responsibilities and activities of the Community Mental Health Supervisor can change depending on the work organization and the team composition.

 

Main activities:

 

  1. Acting as the focal point of the center
  • Serve as the focal point with the hospital and towards the PHCs
  • Serve as a key liaison between the partners at the center level
  • Represent the center at meetings with key actors.

 

  1. Operational management of the Community Mental Health and substance use center
  • Ensure the daily well running of the center
  • Organize operational meetings and take the minutes
  • Collect and maintain all financial supporting documents
  • Coordinate with logistic department regarding the center’s needs

 

  1. Management and coordination of the Community Mental Health and substance use team
  • Oversee the organization of the team’s schedule activities
  • Support the team for the proper delivery of SU and MH services
  • Ensure that the multidisciplinary team is coordinating and closely working together to develop individualized intervention plans and follow up
  • Organize the case discussions of the multidisciplinary team
  • Organize and facilitate the weekly internal team meetings and take the minutes
  • Prepare weekly movement plans for the team
  • Plan annual leaves and report any absences to HR
  • Identify and report the staff training needs
  • Participate in induction training
  • Conduct annual performance reviews of all staff members and report findings
  • Participate in recruitment

 

  1. Oversee the proper implementation of the community mental health and substance use interventions
  • Organize mental health activities
  • Plan with the team the awareness sessions and other preventive activities in the PHC and hospital.
  • Ensure regular mapping updates for referral
  • Assist in the development of an effective internal referral system (receptionist, case managers, therapists…)
  • Assist in the development of an effective external referral system (center and the hospital / PHCs / other stakeholders)
  • Participate in the PHC—CMH service integration
  • In coordination with the program manager, manage complex emergency mental health cases, ensuring their treatment and overall protection.
  • Coordinate with the hospital pharmacist regarding psychotropic medications  
  • Ensure the regular clinical documentation of all individual and other MH/SU activities.

 

  1. Reporting and meetings
  • Report on mental health and substance use activities
  • Ensure timeliness and proper data collection from the team
  • Participate in internal meetings
  • Participate in external meetings with key actors, NGO’s/INGO’s, and hospital
  • Participate in network/coordination and case discussion meetings concerning mental health and substance use

Requested Competence/Skills/Profile:

 

  • Education:
  • MA degree is required. A Master in Public Health is preferred. A university degree in mental health-related field is also a must.  
  • Experience:
  • Experience working within the field of mental health is highly valued.
  • At least 3-5 years of experience in management positions and/or NGOs
  • Required professional skills:
  • Coordination and management skills
  • Monitoring and evaluation skills
  • Trained in human resource management is a plus
  • Training on Frontline Crisis Management Protocol is a plus
  • Knowledgeable or willing to build capacity in:
        • Mental health in complex emergencies (IASC guidelines, Psychological First Aid, mhGAP…)
        • Community-based approach in mental health
        • Human rights-based approach in mental health
  • The predictable stresses of humanitarian aid work and the policies and practices needed to mitigate them

 

  • Competencies:
  • Ability to work in a multidisciplinary team and independently
  • Ability to maintain healthy group dynamics, excellent communication, problem solving, interpersonal and conflict resolution skills
  • Excellence in organizing, planning and prioritizing tasks.
  • Ability to identify strengths and weakness and in proposing shared solutions for the continuous improvement of providing quality services.

  • Ability to seek, collect, and critically analyse data and information needed to achieve the tasks.

  • Language proficiency:
  • Fluency in Arabic and in English is a must. French is a plus

 

  • Computer skills:
  • Proficiency with Microsoft Word, PowerPoint, and Excel
