DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts. DRC is currently offering a robust humanitarian response to the Syria crisis. With an annual country portfolio of $23 million supported by approximately 400 staff and service providers, DRC is undertaking programs in Syria in 8 Governates out of 14 in Emergency Response, Protection, Livelihoods, Shelter and Education sectors.

The Education programme in DRC supports formal and non-formal education, school rehabilitation, capacity building for teachers, and closely coordinates with Shelter and Protection. The objective of this job is to support the Quality Education team in developing new EiE components and strengthen the EiE technical competencies of DRC staff. To ensure children receive quality education, DRC is seeking an experienced EiE Specialist to contextualize and roll-out master training of trainer (ToTs) internally to DRC Staff and develop a new EiE component that promotes student literacy and wellbeing within the local community.
Contextualization and Master Train the Trainer on TiCC- Capacity Building
The objective is to review DRC’s Education response inside Syria, it’s operating model and contextualize the INEE Minimum Standards Teacher’s in Crisis Context (TiCC) material into a training package targeting both formal and non-formal education stakeholders. The specialist will work closely with the Quality Education team to develop a set of training materials and roll-out ToTs for DRC staff and create a master pool to TiCC trainers.
Development of the At-Home Learning Package and Training
The objective of this job is to support the Quality Education team in developing a new EiE component that promotes student literacy and wellbeing within the community. DRC is committed to delivering quality EIE services and is seeking to roll-out a new community-based education pilot activity as part of its Out-of-School Programme. Community based activities have an important role in supplementing school-based learning and DRC is seeking an experienced EiE specialist with expertise in developing literacy focused activities targeting parents and increasing children’s exposure to learning opportunities outside the school. The specialist will be responsible for capacity building DRC staff to and lead the implementation of these activities.
Your main duties and responsibilities will be:
Contextualization and Master Train the Trainer on TiCC- Capacity Building
- Review background documents on INEE MS TiCC, DRC’s programme commitments, and develop a contextualized training pack;
- Review modules with the Education PM; adapt as per the contextual requirements, and draft a SoP to share with external stakeholders, such as MoE/DoE;
- Develop a training agenda, facilitators manual, participants hand-outs, agenda templates, and power point slides;
- Deliver a 5-day Master ToT to DRC internal staff (approximately 15), prepare pre-and post-data collection for training participants, and provide a quality training report; and
- Design a 2-day Master ToT on Facilitation Techniques for DRC staff (approximately 15), focused on strengthening wider facilitation skills.
Development of the At-Home Learning Package and Training
- Conduct a desk review of community-based EiE activities in complex humanitarian contexts, specifically on approaches to improve literacy for out-of-school children;
- Develop training guides (e.g. Facilitator Guide, Participant Handouts, ToT slides) and literacy resources (activity pack) package for an At-Home Learning Package targeted at the parents/caregivers of out-of-school children;
- Develop the monitoring tools in consultation with the Education Manager and PDQ Manager, including pre and post test tools, for the pilot roll-out of the AHL package;
- Develop and SoP on the package to share with external stakeholders, such as MoE/DoE
- Develop a training manual and deliver a 3-5- day ToT to DRC staff on how to facilitate the At-Home Learning Package; and
- Provide day-to-day coaching and mentoring on technical skills to field-based staff.
About you
To be successful in this role we expect the following:
Required
- Bachelor degree in Education and/or other related studies
- Minimum of 5 years of experience designing and implementing EiE packages in emergency contexts or fragile states, specifically community-based approaches and staff capacity building packages;
- Demonstrable experience in developing technical guidance and manuals, SoPs, and monitoring tools;
- Proven experience in leading master ToT’s in INEE MS TiCC and contextualizing training to country context; experience in training and coaching junior staff
- Experience of applying and contextualizing relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards, SPHERE, IASC guidelines etc.,)
- Ability to work both in an advisory and a hands-on implementation capacity; highly organized and able to multi-task workload when necessary
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of DRC.
- Excellent spoken and written English communication skills
Desirable
- Master’s degree in International Education, Education in Emergencies and/or International Development preferred
- Arabic fluency considered an added value.
