FSL Program Manager - Tyre

Key activities in your role will include

Objective 1: To ensure timely and quality implementation of FSL projects at the base level (40%)

  • In coordination with the FSL Co, Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;
  • To support the preparation of beneficiary selection criteria with the FSL Coordinator
  • To prepare a workplan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;
  • To develop beneficiary implementation plan per project area and ensure targets are reached in a timely manner
  • To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;
  • To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;
  • To prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.
  • To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;
  • Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps;
  • To write project final reports and draft concept notes and proposals for new projects together with the FSL coordinator, coordinating the field staff inputs and ensuring that are meeting the quality required
  • To provide verbal and written reports to direct and functional managers on the agreed frequency
  • To ensure proper archiving of technical supporting documents

Objective 2: To contribute to the comprehension and support to the implementation of food security and Livelihoods strategy (30%)

  • Collect and evaluate information on food security and the living conditions of the populations
  • Identify the needs of the most vulnerable populations
  • Identify the needs of the vulnerable local population and propose how to meet these needs at a base level.
  • Actively coordinate with other agencies implementing food security and livelihoods projects
  • Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Head of Base and Food Security and Livelihoods Coordinator
  • Represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers
  • Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation in the targeted area with proposed solutions every quarter (every 3 months)
  • Support the identification and design of Livelihoods proposals in South

Objective 3: Staff Development and Capacity Building (30%)

  • Mentor the Project team on PCM and FSL interventions;
  • Facilitate and provide trainings to staff on Programme Management and Action Against Hunger Training Modules
  • Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives
  • Support the Deputy PMs in developing project planning, weekly planning, monthly planning, and integrating MEAL
  • Support the Deputy PMs in building capacity in relation to Financial, Logistical & HR processes, and in external relations with stakeholders
  • Provide regular reports on progress of the development plan to both Operations Coo and Base HR.

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

 

Do you meet the profile required criteria?

Training/ Education: 

  • Bachelors/Master degree in humanitarian action or any related field, with special focus on Programme Cycle Management

Technical specific knowledge:

  • Cash based interventions and humanitarian operations (mainly from the labor-intensive perspective), market analysis, food security and livelihoods
  • Good understanding of the country context, good context analysis skills

 

Previous experience:

  • 3 years’ experience working in programme management in humanitarian and development organizations, previous experience with Livelihoods is a must.
  • Experience in Labor Intensive Activities is highly desirable
  • Demonstrable experience building national staff capacity and coaching.

Humanitarian Sector Knowledge:   

  • Mandatory

Action Against Hunger Knowledge:

  • An asset

Languages:   

  • English: compulsory
  • Arabic: an asset

IT and specific systems:

  • Good skills in Microsoft Word, Excel, Outlook and power point

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Salary range from USD 2,191 to USD 2,472 basic per month according to the candidate’s previous experience (based on the standard list of Action Against Hunger - Spain)
  • Salary progression based on the annual development appraisal
  • LBP 8,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
