Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI-2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has an immediate vacancy “Program Manager” for primary school education for its Beirut-based USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI-2) in Lebanon.

Scope and Responsibilities

The Program Manager will report to QITABI-2 Director of Programs to ensure quality and smooth implementation of the project field activities at both the central and regional level. His/ her responsibilities will include:
• Manage the WL field team and take ownership of WL field-based operations and day to day activity implementation;
• Develop detailed work plans with clearly defined activities and specific results-based ensuring quality, timely delivery within scope and budget;
• Supervise and manage coordination and communication at the field level to effectively implement and monitor adaptive management initiatives and achieve project outcomes;
• Coordinate with CERD and MEHE regional centers/offices, and project counterparts and partners to facilitate implementation of activities;
• Facilitate the training roll-out, including materials development and quality assurance activities in regions; manage the workshops/meetings logistics and all related arrangements;
• Hold orientation sessions/meetings and workshops for the field team to build their capacity on the methodology of implementation, and align efforts to ensure quality of deliverables;
• Monitor and report regularly on the field progress to the Director of Programs, adapt and adjust as necessary;
• Supervise field data collection/data entry quality and assure its circulation to both programming and MERL for ongoing analysis, timely and adaptive decision making;
• Monitor the impact of the field intervention and promote learning by documentation of best practices /lessons learnt/ case studies, to shape strategies and approaches and contribute to broader teaching and learning;
• Travel regularly to the regions to monitor and follow-up on project activities and ensure the quality of HLM’s roll-out;
• Work closely with Senior Management and technical consultants/ specialists, troubleshoot complex problems related to the project’s technical approach and deliverables;
• Coordinate regularly with the partners’ Program Managers to align implementation of field activities;
• Represent WL team at meetings and conferences as needed;
• Perform additional tasks as needed and requested by the Director of Programs, including support of other WL projects.

Requirements
• Master’s degree in education, or similar degree in social sciences
• Minimum 8 years’ experience in management of education and development programs
• Excellent knowledge of the public education sector
• Proven capacity to supervise, train and coach a field team
• Excellent decision-making and leadership capabilities
• Proven experience and technical ability to manage a large project
• Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts and NGOs/communities
• Demonstrated ability in team management and collaboration
• Fluent in Arabic and English, French is an asset
• Ability to travel within the country
• Ability to work on multiple tasks and flexibility with project demands
