Key activities in your role will include
Objective 1: Technical advice and guidance on WASH projects. (20%)
- Responsible for the implementation and quality of the WaSH projects in the South Lebanon, including defining the technical specifications and supervision of water infrastructure works, solid waste management, development of community and household water management schemes and practices, as well as the soft component (capacity building) materials.
- Ensure that all the steps of the project are agreed with local authorities, partners and all other stakeholders;
- Support on the develop of the training materials for capacity building of Water technicians and focal points at the communal level;
- Ensure adequate, planning, coordination and supervision of field team’s activities and reporting requirements.
Objective 2: To promote the comprehension and support the implementation of WaSH strategy in the intervention area. (15%)
- Develop, in coordination with project stakeholders and partners, the road map for the project, including collection and evaluation of information on WaSH and living conditions of the most vulnerable population.
- Design and/or, support the consultants in the development of technical specifications for all the construction activities.
- Revise and coordinate work plans against project outcomes and results.
- Provide adequate reporting to supervisors and donors when required.
- Provide timely ad hoc information when required by supervisors and donors
- Deliver a short report (1-2 pages) reflecting the WaSH situation in the targeted area with proposed solutions every quarter (every 3 months).
Objective 3: Participation to stakeholders’ coordination. (10%)
- Actively coordinate with other WaSH projects of ACF in South Lebanon.
- Ensure and maintain the working relationship with the local partner/local communities.
- Participate in meetings with the relevant stakeholders concerning WASH, waste and cross-cutting working groups.
- Represent ACF in working groups, discussion for and inter-agency WASH coordination meetings as required.
Objective 4: Team Management. (20%)
- Monitor the project team on PCM and WaSH interventions.
- Assess the capacity of the team on a regular basis, suggest and conduct trainings, and propose new recruitments whenever required.
- Ensure the team members are trained properly and performing duties according to the procedures.
- Supervise the project team (and indirectly supervise the field officers), assign objectives and plans of actions and control the quality of their work on a regular basis.
- Ensure the HR procedures and documentation is implemented and followed (attendance, leave, appraisal, recruitment, disciplinary actions …).
Objective 5: Reporting and Capitalization (15%)
- Reporting monthly activities and preparing internal (APR) (monthly before the 2th day of each month) and donor regular reports (based on report requirement of donor) on the on-going project.
- Provide relevant input to concept paper.
- Capitalize all the project experiences and lessons learnt.
Objective 6: Admin/Finance/Log (in coordination with Log/Admin) (20%)
- Contribute to the supervision and control of expenses related with the activities of the project (procurement planning).
- Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, and transport/movement.
- Supervise specific project (s) budget forecast and follow up.
- Participate in the design of new budgets.
- Ensure the respect of the mission security rules by his/her team
Objective 7: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 8: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
- Contribute to the implementation of the gender and protection action plan
Do you meet the profile required criteria?
Training/ Education:
- Degree and/or Master Degree in water Engineering, Hydrology or in humanitarian action or any related field, with special focus on Programme Cycle Management.
Technical specific knowledge:
- Dynamic, good team player result oriented and professional worker with experience of WASH interventions. We are looking for a problem solver, with a flexible mindset, the ability to deal with practical WASH solutions and to think strategically. Key requirements include:
- Technical knowledge in implementing WASH and waste development projects;
- Significant experience in working in collaboration with local partners, government bodies, INGOs and donor agencies;
- Excellent knowledge of project cycle management;
- Strong staff management and leadership skills;
- Ability to identify possible new activities and elaborate proposals for new projects, as well as the
Previous experience:
- At least 3 years’ experience in designing and implementing Water Sanitation & Hygiene System in private, development and/or humanitarian projects (with ACF – network preferable).
- Excellent knowledge of water supply & construction, solid waste management or other certification in WASH infrastructure and experience.
- Must have demonstrated skills/knowledge in participatory approaches, analytical and gender – fair thinking and writing. Ability to express clear ideas to various types of people is essential.
Humanitarian sector knowledge:
- Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country
Action Against Hunger knowledge:
- Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or meddle-East region as an asset.
Languages:
- English (compulsory working language, fluent spoken, read and written);
- Spanish (preferable);
- French (preferable);
- Arabic (not compulsory but preferable)
IT and specific systems:
- Windows domain, Compulsory expertise in Excel.
Our remuneration package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Salary range from USD 2,191 to USD 2,472 basic per month according to the candidate’s previous experience (based on the standard list of Action Against Hunger - Spain)
- Salary progression based on the annual development appraisal
