Program Implementation-related deliverables
- Act as the primary point of contact to supervise and monitor field activities of the health teams in the areas of Bekaa, Akkar and North Lebanon; Ensure effective and efficient day-to-day implementation of program plans; Responsible for monitoring and evaluating the quality of the health team and making recommendations to improve output;
- In coordination with the consortium field staff, assist in the development of an action plan for the families residing in poor shelter conditions to improve their habits towards a healthy lifestyle and follow up on the implementation plan accordingly;
- The job holder should ensure that any gaps, delays and concerns regarding implementation are directly reported to the Health Program Coordinator and Program Manager in order to identify corrective actions accordingly;
- The job holder should assist Program Manager and Health Program Coordinator in conducting the needed trainings for RI and consortium staff;
- Demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members, any internal or external party; any incident or work-related conflict should be immediately reported to the Health Program Coordinator. The Job holder should avoid going into any work-related communication which might jeopardize the relationship of RI with any party;
- The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness and objectivity when dealing with the beneficiaries under all circumstances;
- The job holder must ensure data collection and reporting in an effective and efficient manner while emphasizing quality and accuracy at all times.
Team Management and Employee Supervision
- Responsible for managing the staff of the relevant program team, including but not limited to: employee relations, grievances, leaves’ management, empowerment, training and development, performance objectives, capacity building, completion of performance evaluations in a comprehensive and timely manner; the Senior Public Health officer is expected to proactively plan and organize training and developmental activities to develop the capacity of the staff;
- Issues faced in any of the above mentioned aspects should be reported to the HR Team and Heath Program Coordinator; all decisions taken should be in alignment with RI’s policies and procedures.
- Responsible for supporting staff to make decisions within their level, taking leadership to resolve issues, and collaborating with the Health Coordinator for resolution of issues at a higher level or if assistance is requested;
Miscellaneous
- Actively participate and support the campaigns launched by the sector or the ministry;
- Actively participate in coordination meetings when requested by the Health Program Coordinator;
- Coordinate closely with the Social Worker and Clinical Psychologists and refer cases when needed; as such, the job holder should have a proper documentation mechanism regarding the referrals and provide the needed updates in a well-organized manner;
- Actively participate in weekly staff meetings and submit reports on time
Work Coordination: Internal direct reporting, dotted line work coordination and external coordination
The Job holder reports directly to the Health Program Coordinator. Under the guidance of the Program Manager, the job holder will have a dotted-line work coordination with RI’s program staff and in order to ensure that tasks are being implemented in alignment with the needed work plans and deliverables.
Span of control and decision making
The Job holder should take decisions related to the accountabilities and tasks outlined above while coordinating directly with the Health Program Coordinator. Any decision beyond her/his realm or responsibility should be discussed with the Health Program Coordinator.
Working Conditions / Operating Environment
The job holder will be part of the team members who will be located in Beirut office. However, daily field visits to the North, Akkar and Bekaa is an integral part of the job description.
