Monitoring, Evaluation, Accountability, and Learning Assistant

 

  • Provide basic assistance in the design and implementation of MEAL tools including needs assessment, baselines, on-site monitoring, satisfaction surveys…etc. This is done in close coordination with the direct supervisor and in alignment with the needs and requirements of the program and the indicators.
  • Ensure technical set up of surveys (coding); in other words, code all the data of tools, insert and upload them from soft copies to the tablets in order to use them via the open data kit – ODK.
  • Ensure accurate sampling for the needed monitoring assessments for the projects whereby the job holder is requested to do sample calculation in order to come out with a batch of households (HHs) who will be interviewed for the needed type of surveys.
  • The job holder should follow up with the team conducting the surveys on the field and support them; the job holder is also requested to be conducting the surveys as well.
  • Attend all Focus Group Discussions (FGDs) in order to monitor and evaluate the context and the interaction between the staff and beneficiaries. The job holder should document and report all related data and information; in addition to any obstacle faced on the field.
    • In coordination with the program team, the job holder will assist in the development of FGD questionnaires and implementation processes; this is part of the job holder’s responsibilities since field visits are taking place on a daily basis and the job holder can suggest topics which could be stressed on.
  • The job holder is requested to attend such trainings in order to observe the activity/ training. Templates should be filled accordingly and reported to the Program Manager while highlighting challenges, quality of delivering the activity, means of improvements…etc.
  • In coordination with the Program Manager, the job holder is requested to implement a well-structured Complaints’ Mechanism (CM) to follow-up on cash beneficiaries, which is already in place; the CM should cover all the stages from the time the complaint is reported until it is resolved.
  • The job holder is expected to have a proper documentation mechanism regarding the CM and provide the needed updates in a well-organized manner upon request. This includes but is not limited to:
    • Maintaining records of all complaints, monitoring the complaints received and documenting the response processes through developing and maintaining a logging or tracking system;
    • Providing a weekly and monthly detailed reports on the status of all complaints received; the information will be used to support the analysis and evaluation of program progress in relation to the CM. As such, the reports provided by the job holder should be accurate, organized, updated, and comprehensive;
  • The job holder should have a constant follow up on the status of the complaints with the beneficiaries and needed internal parties; and ensure that proper coordination is done with the Program Manager first in order to identify the steps to be taken accordingly;
  • Report immediately any achievements, difficulties or obstacles faced on the field to the direct supervisor. This could be done either written or verbally depending on the type of the incident to be reported.
  • Ensure accurate/good quality data collection of the household assessments collected by the enumerators for PDM, OM, and other assessments. Any lack of commitment to the quality of the data collected should be immediately reported to the direct manager/supervisor.
  • In alignment with the direct supervisor’s request and in alignment with the instructions and implemented SOPs, the job holder should accurately analyze and compile the data and information to measure the progress and impact of the projects’ activities in relation to the proposals’ indicators.
  • Ensure effective and efficient documentation of all collected data quantitatively and qualitatively meeting all programmatic indicators; Ensure that all field-data is collected in a timely manner and stored efficiently in soft and hard copies to be provided upon request; Support the project teams in compiling data for all components of the project upon request.
  • Submit the necessary field-reporting documentation after every monitoring activity with the relevant recommendations.
  • Assist the Program Manager in the MEAL Quarterly report and other required reports in coordination with Program Manager and Program Staff.
  • The job holder should continuously demonstrate a high level of professionalism while working or coordinating with beneficiaries; any incident or work-related conflict should be immediately reported to the Program Manager or the direct supervisor. The Job holder should avoid going into any work-related communication which might jeopardize the relationship or the reputation of RI.
  • Foster and maintain an effective, efficient and positive relationship with the beneficiaries, their families, local communities, RI’s project staff and governmental agencies;
  • In alignment with the policies and procedures, coordinate closely with the Program team and field staff regarding the organization and conducting of field visits.
