PSS Services and Referral System

The Women’s Empowerment for Peacebuilding in Syria (WEPS) project is a project funded by Bureau of Democracy, Human Rights, and Labor (DRL) and implemented by IWPR. The Institute for War & Peace Reporting (IWPR). The goal of the project is to increase the participation of Syrian women, youth and marginalized groups in public life as positive change agents and promoters of a multi-ethnic, multi-religious society that respects the rights of all people. As part of the project activities, the WEPS project requires the procurement of a psychosocial service provider that can provide focused nonspecialized services (Third level according to IASC guidelines) in IWPR partner centers, with a referral system available for advanced cases, for the cases that will come from centers in (Ein Issa in Raqqa, Idlib city and Mare’a (Euphrates shield areas).

 

IWPR, invites your firm to participate in this competitive solicitation for pricing, delivery, and terms on the following potential services for IWPR’s office in Lebanon. IWPR is an independent, non-governmental organization, which gives voice to people at the frontlines of conflict and transition to help them drive change.

 

Scope of Work

 

The service provider will be required to:

 

  • Assign a psychosocial worker to each IWPR partner center in all three areas mentioned above.
  • The psychosocial worker will provide a group therapy session, and individual sessions, and identify the cases that need a referral to an advance medical or psychosocial service. 
  • The psychosocial worker will work on a daily basis for 5 days a week, 4 hours per day; in total 20 hours every week.
  • Hire a skilled supervisor to closely monitor the psychosocial workers performance and the cases managed by the psychosocial workers on a daily basis.
  • Establish a referral system at the three centers to refer the advanced cases to specialized centers and provide them with the required treatment.
  • Screening/detecting cases presenting acute and sever signs and symptoms of one or more of mental health disorders such as (sever psychosis, bipolar, suicidal ideation, etc.) to be referred to an acute mental health unit based to receive the needed psychiatry care.
  • Detect the other cases which are presenting mild to moderate signs and/or symptoms mental health disorders to the MHGAP trained doctors who are based in the near-by/ available primary health care PHC centers in the implementation area to receive proper mental health intervention, based on the MHGAP program developed by WHO.
  • Provide monthly reports of the work progress to IWPR (report to include the number and type of cases received in the center as well as the type of case management provided, all the while maintaining the privacy of the names and the personal information.)

 

Qualifications

 

  • Advanced knowledge in Psychosocial Support.
  • At least five (5) years of progressively working in psychosocial support, preferrably inside Syria.
  • Have an existing referral system to deal with advanced cases.
  • Have existing psychosocial centers in the north of Syria with specialized staff whom are able to work with advanced cases (psychotherapists, emergency response, medical treatment.)
  • Proven familiarity in working with Syrian communities and having excellent understanding of the conflict issues and community security.
  • Flexibility in communication and understanding the cultural context.
  • The partner that provide the work within Do No Harm principle.
