Position Summary
The Consortium Monitoring and Evaluation (M&E) Officer will work closely with the Consortium team and under the supervision and guidance of the Search-Lebanon DM&E and Learning Manager and the Consortium Team Leader to create and update monitoring tools and systems and ensuring evaluation of project activities for a 21 months project that aims to promote social cohesion amongst and between host communities and refugees in Lebanon. This aim is informed by two specific objectives:
- Cultivate collaborative and positive dialogues and narratives amongst and between host communities and refugees in target communities across Lebanon.
- Shift public perceptions towards greater trust and respect amongst and between host communities and refugees in target communities across Lebanon.
Search Lebanon
Search for Common Ground (Search) is a non-governmental organization working to transform the way the world deals with conflict. We have acquired over 35 years of experience in peacebuilding and are based in over 30 countries around the world. Search first worked in Lebanon in 1996, addressing multiple issues arising within Lebanon's diverse society. In each project we seek to engage all stakeholders to work together to address shared challenges and develop joint solutions.
Key Responsibilities
- Review and ensure common understanding of the project logic framework, indicators, targets, data collection tools, M&E plan
- Provide timely, quality support and guidance to the team to meet the project’s specific M&E needs.
- Contribute to identify and synthesize good practices and lessons learned.
- Guide and supervise the implementation of the monitoring and evaluation plan through regular coordination with project team during the different phases of the implementation: Initial research assessment, on-going monitoring, mid-term reflection and final evaluation
- Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff.
- Meet regularly with project staff to review progress of project against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning;
- Participate in and contribute towards internal evaluation processes;
- Draw on this knowledge to inform other areas of work and to input into written documents including proposals and reports as needed;
- Initiate results gathering from community focal points and project staff, and provide analysis thereof;
- Contribute to the overall analysis of the political and security context in operation areas;
- Review partners’ reports and develop donor’s report in coordination with Consortium Team Leader
- Develop good working relationships with key project stakeholders, focal points, local leaders and leaders of civil society organizations;
- Develop knowledge of participants’ backgrounds and roles in their communities

Minimum Qualifications
- Master’s degree in Development, Political Science, International Affairs, Social Sciences or other relevant subject.
- Proven M&E skills, preferably within the framework of CSSF interventions.
- At least 3 years of experience working in conflict sensitive environments.
- At least 5 years of general professional experience in sectors relevant to the project, notably in M&E and research (academic or policy oriented)
- Previous training experience in M&E and dialogue facilitation is a strong advantage.
- Proven knowledge of the social and political landscape in Lebanon, the Syrian crisis and its impact on host countries.
- A high degree of competence in providing meaningful guidance and reflection on projects implementation.
- Proven ability to negotiate multiple relationships with various partners;
- Demonstrated M&E and research expertise;
- Dynamic team player with creative problem solving skills, particularly in challenging situations;
- Spoken and written fluency in English and Arabic;
- Strong oral and written communications skills;
- Demonstrated writing and reporting skills;
- Cultural sensitivity and adaptability;
- Proficiency in Microsoft Office, especially Microsoft Excel;
- Strong organizational skills and attention to-detail;
