MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

 

OBJECTIVES

Under the line management of the Health Projects Manager, the Rehabilitation Technical Advisor main role will be to supervise the technical support and quality control of the rehabilitation project activities implemented remotely. His/her role is key to the successful implementation of the project by ensuring that partners staff’s capacities are strengthened in order to provide quality rehabilitation care and activities.

The Rehabilitation Technical Advisor must keep all the data confidential, and share it only with the designated persons.

 

ACCOUNTABILITIES

Line manager: Health Projects Manager

Functional Manager: Rehabilitation Technical Coordinator

In direct cooperation with: MHPSS TA, Inclusion TA, MEAL and Support Services Departments

 

MAIN TASKS

  1. Technical supervision and support to partners
    • Analyse all individual assessment forms, videos and case studies sent by the partners’ rehabilitation teams and ensure compliance with HI rehabilitation guidelines in the implementation of activities;
    • Through the regular discussions with partners’ staffs, collect information about any technical issues faced by the teams;
    • Report on these issues to the Health Projects Manager and relevant HI technical staff along with suggestions for improvement;
    • Provide reminders, recommendations or support to partners in case of need to ensure compliance with guidelines and standards and follow up on specific requests expressed by partners’ staff with assistance of Technical Unit when needed;
  2. Trainings and Capacity building to partners
    • Ensure regular contact with the partners’ clinical team to assess, plan and deliver individualised, relevant technical support and capacity building;
    • Work collaboratively with the partner and HI technical team (Health Projects Manager and Rehabilitation Technical Coordinator) to establish a capacity building plan for each partner;
    • Participate in the writing and refining of training packages in regards to physical rehabilitation according to identified needs in close collaboration with Rehabilitation Technical Coordinator and Health Projects Manager;
    • Facilitate remote, face to face and/or on the job training to partners’ team in line with the training needs identified and the plan developed for each staff;
    • Liaise with the Health Projects Manager and Rehabilitation Technical Coordinator to support with continuous assessment of the relevancy of the capacity building modalities, and any evolution of technical support needs, according to the partner context and beneficiary profile;
    • In strong collaboration with the Rehabilitation Technical Coordinator, participate in the development and use of tools, or identification of needs for tools to ensure capacity building is tailored to the partners specific needs, thereby ensuring the added value of HI’s long term partnerships;
    • Capacitate partner to assess and identify own learning needs where possible, and use feedback to ensure use of capacity building modalities best suited to partners stage of development and expertise;
    • Seek support from Health Projects Manager and/or and Rehabilitation Technical Coordinator whenever required to ensure safe and successful implementation of capacity building plan, and proactively update them regarding challenges and progress;
    • Provide reports/summaries of any training given
    • Introduce occupational therapy models for managing types of impairments and disabilities
    • Imrpove skills of rehabilitation staff to use more functional approach in their rehabilitation interventions
  3. Monitoring of rehabilitation activities
    • Ensure that the projects monitoring documents are received on time, sending reminders to partner staff if necessary;
    • Verify the compliance with defined methodologies and proper use of monitoring and data collection tools, requesting clarifications and providing feedback to partners if needed;
    • Participate in assessments and evaluations related to the quality of rehabilitation and partners activities;
    • Regularly extract specific data through the projects documents sent by partners’ staff, analyse it and send it to the Health Projects Manager and other relevant HI staff;
  4. Support to Operations
    • Participate in the identification and assessment of the partners’ organizational, operational and technical capacities related to fields of expertise upon request of the Health Projects  Manager;
    • Contribute, in close collaboration with operational and support teams, in defining the operational, administrative, financial and logistical procedures to be applied within the framework of the partnership and respected throughout the project;
    • With the support of the logistics officer provide appropriate technical support for the partners’ procurement process for the rehabilitation services;
    • Support the logistics department in market studies, seek technical support as needed and approve material specifications and quality;
    • Prepare the purchase requests related to rehabilitation activities (including equipment, training costs, etc.) and send them to the Health Projects Manager;
    • Support the MEAL/IM and logistic department to ensure reconciliation of Assistive Devices stock with donation certificates;
  5. Support to the design and implemetation of physical rehabilitation pillar
    • Collaborate with the Technical Unit for the design and implementation of rehabilitation tools, guidelines and processes;
    • Ensure the translation of  rehabilitation tools and processes upon request;
    • Share vision of future physical rehabilitation partners’ needs with management as to feed the overall strategic planning of the physical rehabilitation sector of activities;
    • Participate in technical inter-hub meetings organized by the technical coordinator to build technical quality at mission’s level and feed academic articles;
    • Participate in technical meetings/workshops organized by rehabilitation working group and by HQ rehabilitation technical referent, if any;
  6. Reporting and Liaison
    • ​​​​​​​Document and report on the technical capacity building to partners;
    • Compile the department monthly reports and provide a monthly situation report;
    • Compile and provide a monthly action plan;
    • Participate actively in program meetings;
  7. Confidentiality
    • ​​​​​​​Rspect the confidentiality of all information and data received
    • Restrict information sharing only to relevant internal staff and none to external sources;
    • Respect and promote HI’s policies and report, to your line manager, any non-respect of these policies amongst the teams or partners;
    • Report any incident or act that causes any harm to beneficiary or to othe  

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

REQUIREMENTS

Education and Experience:

  • An occupational therapy degree with clinical experience ( hospital level or private clinic);
  • At least 3 years of  professional experience in the humanitarian field including experience on emergency and post-emergency contexts
  • Proven training experience – TOT experience would be an asset;

Computer Skills:

  • Very good computer skills (Microsoft Pack Office mandatory: Excel, Word and Outlook)

Languages:

  • Fluency in oral and written English is compulsory;
  • Fluency in oral and written Arabic is compulsory;
  • French would be an asset

JOB CONDITIONS

  • Remuneration: according to HI salary grid
  • Starting date: as soon as possible
  • Duration/ Type of contract: 6 months renewable based on a project timeline and performance; the contract will be 80% basis (ie. 38.5 working hours per week)
