Policy Paper Consultant

Justice without Frontiers Country Office is seeking a qualified Policy Paper Consultant. The post a contractual service in support of an implemented project.

The aim behind this project is the socio-economic empowerment of Syrian refugees while tackling means of youth disempowerment including education barriers, and lack of socio-economic cohesion… The project will seek to build momentum from below at the level of communities through igniting the leadership of young people to be engaged in improving school and education services and creating better economic opportunities for themselves and their communities.

 

Our project approach is designed for the unique context in Lebanon and will work towards transformational, long-lasting solutions for refugees and their host communities.

The policy paper will be based on the revision of policies to unlock private sector markets for on youth economic empowerment - with a special focus on young Syrian and female entrepreneurs. The consultant is asked to focus on the socio-economic integration of the young Syrians and females in addition means of their economic empowerment in general but specifically within the private sector markets.

The policy paper will fit under the project outcome of: Produce a policy paper to influence policy makers on improving the status of Syrian refugees and women as entrepreneurs and their inclusion in the market.

Output 2.2 Increased pressure on policymakers to revise policies to unlock private sector markets for on youth economic empowerment - with a special focus on young Syrian and female entrepreneurs.

Scope of Work:

The Policy Paper Consultant will be responsible for the following:

  • Research and Policy Paper Development
  1. Conduct detailed research on the status of Syrian refugees and women as entrepreneurs and their inclusion in the market;
  2. Conduct detailed research on the private sector and its different markets;
  3. Produce a policy paper to influence policy makers on improving the status of Syrian refugees and women as entrepreneurs and their inclusion in the market.
  •              Coordination
  1. Attend a minimum of three coordination meetings

Deliverables and Schedules

  • Produce a policy paper to influence policy makers on improving the status of Syrian refugees and women as entrepreneurs and their inclusion in the market – 1 policy paper (10-15 pages)

 

Note: Deliverables are subject to amendments based on the flow of work and schedules
