World Vision Lebanon is looking for a supplier to develop a Web portal Design:

Below are the specific deliverables:

1. The tasks of the provider will be to develop, design and assist in the development of a portal to access the internet in Sin El Fil and Jedideh Bachrieh and Sid and Furn el Chubbak

2. The portal for JBS must be designed in a way where to access the internet- the first 20 minutes are free after entering basic data questions about the user. But to access more internet they must with another user solve a puzzle or something interactive like this. The idea is that this meets the objective of social interaction at this youth hub – youth must interact with others.

3. The portal for Sin El Fil would ask for basic user data information and there is no extra element here in terms of access to internet. The portal would then after entering data take the user to the SEF Facebook page.

4. The portal for Fern El Chebak would ask for basic user data information and there is no extra element here in terms of access to internet. The portal would then after entering data take the user to the FEC Facebook page.

5. The requirements for the portal are the following: (The list of features will be expanded based on the findings resulting from the ideation phase):
   1. All users need to register their data to access the internet- questions to be decided and confirmed with the portal developer but will include Name, Age, Sex, DOB, Location etc.
   2. After the first 20 minutes the portal needs to have a social interaction element that needs to be done with another user in order to access more internet. The ideas available need to be discussed with a developer to see what is feasible.
   3. After accessing the internet it should take the user to the JBS Youth Facebook page.
   4. The portal should be able to be accessed English and Arabic.
   5. The portal designer must focus on simplicity and user friendly- to ensure inclusivity and great performance.
   6. Training for the youth and municipality.

6. Expected outputs: Development of the design of the portal (at least 3 options to be submitted for review); Development and configuration of an Alpha version of the portal focusing on key features (to be defined during project ideation); Quality, security and performance testing and fix; Full implementation and delivery of the features and design of the portal (Beta version); Finalization, including final quality testing and approval; Support for the portal process and launch of the portal. The Municipality and the Youth Committee should be granted access to the portal backend system in order to consult the data collected on users’ complaint; Source code to be owned by Municipality and Youth committee.
