CONSULTANCY FOR THE IMPLEMENTATION OF THE FINAL EVALUATION AND THE CAPITALIZATION PHASES FOR THE PSD PROGRAMME

Expertise France (EF), the French technical cooperation agency, has been entrusted with a major Private Sector Development Programme (PSD-P) in Lebanon by the European Union (EU). This programme aims to increase micro, small and medium enterprises competitiveness and participation in the economy by fostering their development and integration into value chains.

The subject matter of the tender is to recruit consultants/a cabinet to conduct both the final evaluation for the PSD-P and the capitalization phase for the different projects that are part of the programme. The evaluation and capitalization phases must highlight the good practices implemented during the programme as well as its potential for sustainability and replicability to other geographical areas and/or other value chains.

The specific objectives of the Consultancy are the following:

1. Implement the evaluation phase of the programme

• Assess the inputs, the outputs and the outcomes, the impacts and the effects of each project within their component and of the overall program, based on the OECD‐DAC evaluation criteria. The tenderers can propose additional evaluation criteria with appropriate justification.
• Participatory evaluation with all the stakeholders involved in the PSD-P in order to prepare the transition towards the capitalization phase.

2. Develop and implement the capitalization phase of the programme

• Capitalize on the experience and know-how developed under the PSD-P
• Support the definition and production of capitalization products and tools
• Strengthen affirmative action's capacities for the capitalization
• Contribute to the EU and EF strategies related to value chain’s support in Lebanon
