World Learning – QITABI -2: MIS/Senior Data Analyst Quality Instruction towards Access and Basic Education Improvement” QITABI-2 Program Background USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. World Learning has an immediate vacancy for a Beirut-based “MIS/SENIOR DATA ANALYST” for the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI-2) in Lebanon. S/he will be reporting to MERL Director. Scope and Responsibilities •Work closely with the MERL Director to provide analysis and data feeding into the quarterly/annual and M&E reports. •Develop MIS tools/applications as required •Assist with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives including improved learning outcomes; and strengthened management in education system •Support all project staff and beneficiaries in the use of data and MIS tools/applications •Sample for survey research and tabulate descriptive statistics and prepare charts and tables •Work with other MERL staff to ensure that the project database is responsive, adaptive, and comprehensive and project data collection, storage, and analytical capabilities are compatible with existing MEHE systems •Support the implementation of data quality standards and work with team to ensure standards are met •Develop survey questionnaires and data collection templates as needed •Assist the Senior database manager by suggesting needed reporting templates and data structures •Support Senior database manager in coaching program teams of how best to access user interface of the database •Monitor the accuracy of all data entry •Train staff /counterpart on proper data collection processes and on data collection tools •Generate and report data in compliance with USAID procedures and agreements as requested. •Perform other duties as required Requirements • Master’s Degree in Social Sciences, Statistics, or equivalent with 7 years of relevant experience; or a BSc degree with 10 years of experience • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy • Minimum 5 years of experience in MERL systems • Professional written English and Arabic is required • Advanced capability with statistics software like SPSS and Access is required. • Self-motivated, with willingness to explore and discover new tools and methods for the collection and analysis of data • Competence in qualitative and quantitative study design and implementation; • Extensive experience with monitoring program implementation using qualitative and quantitative approaches • Experience in monitoring and evaluating education and/or community development programs strongly preferred • Ability to balance work within a team environment • Strong organizational, communication, computer, and interpersonal skills World Learning is an equal employment opportunity committed to increasing the diversity of its workforce.
