Apprenticeship Officer (Tripoli) - FOR NATIONAL CANDIDATES ONLY

 

Background/IRC Summary:  

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries. 

In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities, through its Economic Recovery and Development (ERD) Program. The objective of the program is to assist vulnerable households in the most affected areas of Akkar, Mount Lebanon, Tripoli and T5 areas in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.

Interventions include unconditional cash assistance, financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through a livelihoods center. In addition, the IRC has developed a private sector initiative aimed at (1) strengthening the capacity of existing employers to expand employment opportunities and (2) supporting the startup of microenterprises. Additional market assessments and other research are conducted under this program. The main target groups are acutely vulnerable registered and unregistered Syrian refugees and Lebanese households.

The ERD program has developed synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings.  The ERD program has also sought synergies with the Women’s Protection and Empowerment and Children Protection sectors.

 

Job Overview/Summary:

You will be responsible for leading efforts to select apprentices, match them to employers selected for the program, and monitor its implementation.

 

Major Responsibilities:

  • Establish referral system in partnership with the job counsellor

  • Ensure that job placements are correctly matched to clients selected to participate in the apprenticeship program

  • Ensure that contracts and code of conducts are signed by both parties and correctly store them

  • Conduct weekly visit on the apprenticeship site to verify work conditions, verify the presence of beneficiary as well as troubleshooting as necessary on the working relationship

  • Conduct bi-weekly meetings with beneficiaries in the form of interviews or focus group discussion as appropriate. Ensure that payment of beneficiaries is accurately processed

  • Conduct regular meetings with all the employers

  • Inform employers and apprentices on labor law regulations applying to Lebanese workers and youths, as well as to Syrian refugees and migrant workers

  • Generate reports on placements

  • Produce statistics and reports as and when required

  • Find opportunities for program development and additional placements and communicate these to the line manager

  • Other duties as assigned by the supervisor to enable and develop IRC programs

Job Requirements:

  • Bachelor degree in business, human resources, public relations or equivalent
  • 2-3 years of experience implementing vocational training programs, youth programs and/or, cash for work, preferably in a humanitarian or emergency context
  • Experience in community mobilization and participatory decision-making highly preferred and valued
  • Experience within the private sector is a plus
  • Proven experience and capacity in collecting field-level data, and experience analyzing field data and concisely reporting on results;
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and analytical skills, creativity and flexibility
  • INGO experience preferred
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Fluency in English and Arabic required

 

Working Environment:

Travel and other requirements:

Staff will be based in Tripoli with regular travel within the region covered (Tripoli T5) and upon need to other field offices and the main IRC office in Beirut.
