Rehabilitation Officer (Zahle)

Main Responsibilities:

-       Diagnosis and sizing of Jeb Janine, Brital, Talia, Marej centres works
-       Implementation and operational follow-up of activities
-       Team Management / Contractors Supervision
-       Logistics Management
-       Reporting and communication
 
The main responsibilities and activities may be changed according to the priorities, the organization of work, and the team setup.

1.     Implementation and operational follow-up of activities
-       Plans jointly with partners, the activities of construction and rehabilitation of the site
-       He/she is the direct focal point in the daily operations with Medair and the suppliers. Represents Medair on the construction sites.

-       Supervises daily, and in a constant way, the follow-up of the works for the good accomplishment of the activities 
-       Ensures that the implementation of construction activities respects the technical instructions (deadlines, metrics, quality of materials, compliance with plans, compliance with Ministry of Health standards ...)
-       Keeps up-to-date the reports on the execution of works and quality control (construction workbook and inventory sheets) as well as technical meetings of the construction site
-       Plans or oversees, in collaboration with field teams or contractors, the supply of the site if required by the works

 

2.     Team Management / Contractors Supervision
-       Ensures the supervision and follow-up of workers and craftsmen on the construction site: presence, performance; and participates in the planning of their activities on a daily and weekly basis
-       Participates in the evaluation of the technical capacities and skills of field teams and contractors
-       On a daily basis, verifies the number of staff declared and assigned to the site by the contractors
-       Gives necessary instructions to ensure the execution and continuation of the works under the best conditions.
-       Ensures that the safety of persons and equipment on the work site is guaranteed

 

3.     Logistics and Financial Management
-       According to the needs of the construction, he/she drafts the various requisitions for the provision of services or equipment, respecting Medair logistics procedures
-       Participates in the selection of suppliers / contractors, negotiates with them, and assesses their technical skills
-       Ensure the proper management and justification of the operational advances, used for the small daily expenses of the site
-       Liaise with the administrative department for the payment of suppliers and contractors
-       Support the logistics department of Medair if necessary, for any task not mentioned above

 

4.     Reporting and Communication

-          Ensures the good flow of information between the field, the suppliers, the municipalities and Medair team
-          Immediately reports to the logistics and programme coordinator any information or report having an impact on the activities or on the safety of the teams on the ground
-          Ensures the information collection and compilation from contractors on the progress of construction and rehabilitation activities
-          Writes regular reports on the progress of construction activities for Medair Team.

 

PERSON SPECIFICATION:

-University studies in construction, civil engineering or other similar major required

-Experience in building construction required

-Experience in construction site follow-up

-Experience in team management and contractors follow-up required

-Strong working knowledge of Arabic and English (spoken and written)

-Computer literate with good working knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Autocad

-Enjoys a challenge and works hard to achieve objectives/ Passionate about serving the poor/Self-motivated and Enthusiastic

-Team-player with good inter-personal skills, willing to share tasks and delegate/Encouraging, supportive/Aptitude for community mobilisation and engagement

-Capacity to work under pressure and manage personal stress levels/Ability to adapt communication strategies for different situations

-Construction management experience. Commitment to best practice and ability to problem solve./Ability to translate between spoken and written Arabic and English
