UPEL is seeking professional services from a financial consultant to design develop financial/Accountant manual for the organization.

1. Finance and accounting policy manual that shall include:

• Accounting policies
• Key accounting controls
• List of document/records to be maintained
• Formats of the accounting/records

2. Budget policy manual that should include:

• Roles and responsibilities for preparation of budget estimates and budget revision
• Budget heads and linking with account codes
• Budget compilation, finalization, approvals and monitoring process
• Budget formats
• Budget monitoring reports to be generated

3. Financial MIS should include:

• Objective
• Type of report
• Formats
• Frequency
• Distribution
• Responsibility for preparation
• Source of Data

4. Petit cash management:

• Sealing of money amount received
• Clear criteria of expenditure
• Supporting documentation
• Monitoring of cash flow
• Expenditure authorization

5. Procurement:

• Basic procurement standards
• Documentation for procurement request
• Purchases
• Supporting documents
• Time frame.
