The Lebanese AIDS Network Association (LANA), is a national Lebanese network of Civil Society organisations working in the field of HIV in Lebanon that will take part in the implementation of interventions included in the multi-country programme (Members of the LANA network: SIDC, AJEM, Dar El Amal, Marsa, Oui for La Vie, Skoun, Vivre Positif, LebMASH, Lebanese Aids Society, SALAMA, Al Tajamoh). LANA’s mission is to unite the efforts of national AIDS associations aiming to reduce the spread of HIV among the general population and the most vulnerable groups in particular in addition to providing a supportive environment free from stigma and discrimination to people affected by and those living with HIV.
Estimates of health spending are crucial for any assessment of health system and to optimally deploy health resources. To date, with the scarcity of funding related to HIV and shifting in priorities of donors, it would be essential to conduct an estimated HIV/AIDS spending on prevention and treatment by source of funding.
The purpose of this work goes in line with the goal of strengthening the relationship between the private and the public sector, to understand private and public expenditure on HIV programs including Ministries, NGOs and INGOs aiming at identifying gaps and proposing schemes for its remedy.
The consultant will perform the following tasks:
- The consultant will develop a comprehensive methodology and work plan the project activity.
- Conduct a desk review. The consultant will receive and review all relevant documents including background information related to the context of this assignment existing financial reports and expenditure/costing resources.
- The consultant will develop specific tools/Matrix expenditure to conduct HIV health budget analysis and expenditure data received from the National AIDS Program, relevant ministries expenditure, NGO, INGOs, and the private sector expenditure on HIV program. This should entail information regarding the programmes/ services and the source of funding.
- The consultant will hold consultations and facilitate key informant interviews (phone, face to face, focus group discussions etc.) with relevant stakeholders including but not limited to: NAP, relevant government departments, UN Agencies; private sector companies, industry associations, chambers of commerce and other private sector organizations and the donor community and civil society/NGOs. At all stages, LANA members will be closely involved with the process
- The consultant will facilitate a 2 days meeting with LANA Members
- The consultant will analyze the data and produce a draft analytical report to be validated with LANA members and involved stakeholders.
Deliverables:
- Final analysis report of the findings to identify and highlight the gaps.
- The consultant will have to submit an activity report 10 days after the activity completion.

The contractual partner will undertake the work with close collaboration with

- Frontline AIDS MENA
▪ The contractual partner will neither publish nor cause to be published in any form the results of this assignment without prior written consent of the contractor;
▪ The contractual partner will be solely responsible for the professional quality of his/her work and the timely completion of the assignment;
At least 5 years of relevant experience in conducting research and sufficient consultancy experience.
Previous Experience in budget and expenditures analysis
The ability to analyse data, summarize and innovatively depict information as evidenced by previous related assignments
Previous Experience in dealing with various sectors such as government and Lebanese civil societies
Excellent facilitation skills and communication skills with fluency in written and spoken English.
Excellent analytic and report writing skills in English
Experience and understanding of HIV and the Lebanese context
