Project Officer for WFP Project (2 positions: 1 in Akkar and 1 in Tripoli)

Main Role

The Project Officer is responsible for the overall project implementation’s planning which includes data collection, processing, analysis, monitoring, and reporting. The Project Officer is also responsible of proper follow up on the activities conducted and effective implementation of the project through the distribution and management of cards that fall under the “direct food assistance program” for targeted Syrian refugees.

 

Essential Responsibilities and Duties

  • Set up a distribution mechanism for E-cards, and ATM cards;
  • Plan, implement, monitor and evaluate the distribution process on a monthly basis, in coordination with other stakeholders involved in the distribution
  • Set up emergency preparedness strategies corresponding to the distribution of E-cards, and ATM cards
  • Provide the distribution staff with appropriate tools and techniques for the distribution of E-cards, and ATM cards
  • Ensure the complementarity of the various stakeholders’ actions in the distribution of E-cards, and ATM cards
  • Fulfil all the demands pertaining to the E-cards, and ATM cards distribution process
  • Work closely with DRC and UNHCR staff on the implementation of various activities as required
  • Ensure that vulnerable cases are prioritized during distribution and provide needed support
  • Responsible for organizing the printing of the Distribution Lists and Info Material
  • Responsible of the reception and delivery of the cards with the stakeholders
  • In charge of breaking the monthly activities and targets into daily activities
  • In charge of meeting the activities deadline
  • Build the capacity of the team
  • Conduct and lead the performance reviews with the project team

 

Reporting:

  • Report back verbally as often as needed to the Project Coordinator on the progress of the work
  • Write an evaluation report on the distribution process (achievements, challenges, recommendations etc.)
  • Provide relevant input for the monthly reports
  • Provide reports of the distribution figures on monthly basis

 

Monitoring & Evaluation:

  • Ensure/facilitate the qualitative and quantitative monitoring and evaluation of all the activities
  • Regularly undertake field monitoring trips to conduct household interviews, post-distribution monitoring, focus group discussions, and community visits
  • Conduct field visits to program sites in accordance with donor requirements
  • Ensure accurate data collection, entry, and upload

 

Function Specific Experience

  • Familiarity and field experience in applying principles and approaches to monitoring and evaluation in humanitarian and emergency contexts using both quantitative and qualitative methods
  • Demonstrated management experience with the ability to engage and motivate staff
  • Experience with capacity building of staff, and in convening and facilitating trainings and workshops

 

Industry Related Experience

  • Experience in similar volunteer-based organizations or humanitarian organizations (LRC experience is preferred)
